SEN operational priorities - Annual and Transfer Reviews

You will be aware that all children and young people who have had a statement of SEN are expected to transfer over to the new Education, Health and Care plan paperwork by 31 March 2018.

As of August 2017 there are 1731 children in Norfolk who still require a transfer review to develop an EHC plan from their current statement.

Therefore the following options have been given to the teams to apply when reviewing the remaining cases in preparation for transfer:

  1. Where there is good paperwork already completed by the setting that has been undertaken either at Annual Review or at a Transfer review the LA will use this to draft the new EHCP. This option will mean the LA will not attend the meeting, relying on our professional peers to provide the correct and relevant info. The local LA teams will produce a draft document and send this out to parents for their feedback – ensuring that we are available for discussions with parents when making any considered amendments, and then issue the final plan. Where needed, we will seek advice and information as per our requirements to conduct a transfer review under the same conditions as a Section 36 EHC needs assessment.


  2. Where there are concerns highlighted for new needs assessment or new provision the LA will in the first place consult with the current setting to ascertain what assessments or information may need to be collated for the transfer review. If the setting are happy to conduct a meeting independent of the LA and collate the information on the transfer review paperwork this will be supported and once the paperwork is received, the LA will produce a draft and send this to parents for their views / comments. As part of this, where it is necessary that a new setting is considered, placement planning will take place in parallel to the issuing of the new EHC plan.


  3. LA presence at these meetings will be reduced but if needed will be considered on a case by case basis. At present our focus will be on writing the plans to meet the DfE deadline.


  4. Annual reviews – our attendance at these meetings will be reduced. Please continue to use the duty line for consultation and send your completed paperwork through normal channels.
