Wraparound & Early Years Childcare Expansion - Need help with capital costs?

To support the expansion of the working parent entitlements for children aged from 9 months to 3 years, alongside the launch of the Wraparound Childcare Programme, capital funding is now available for all providers who offer (or are looking to offer) provision that supports the roll out of either or both of these programmes.

This is in addition to the revenue grants for the Wraparound Programme, which are available over the Summer term, and which are already supporting schools and settings with initial set up or expansion of wraparound places for primary aged children, between 8 am and 6 pm, term time only.

Two types of grants are now available for Norfolk providers to express an interest in and for a share of:

  • £1.5m - Capital Childcare Expansion, to help cover capital costs ensuring sufficient wraparound places and the expansion of the working parent entitlements for children aged from 9 months to 3 years (Expressions of Interest closing date is 24 May 2024)
  • £7.4m - Wraparound Revenue supporting set up or expanding provision, covering staffing, training, transport, resources, and running costs while demand builds

Examples of capital projects which could be considered are those that:

  • Create new childcare places, whether via the creation of new settings, or expanding provision delivered by existing providers
  • Retain existing childcare places when current environment is beyond repair
  • Adapt, re-model or improve existing childcare places to make them suitable for a wider range of needs
  • Purchase fixed assets such as building modifications to enable use of space outside main school/setting operating hours, eg, secure external access, outside lighting to enable outdoor space to be used year-round
  • Purchase new physical assets such as minibus purchase (to support a hub model of wrapround provision), play equipment (including outdoor play equipment), or tables and chairs

When completing the Expression of Interest, please give as much detail of your proposal as you are able to at this stage. We are particularly keen to understand how the funding will support the expansion of places where there is demand. While we do not expect final costings at this stage, an indicative amount of funding required would be useful. The Expressions of Interest will be used to shortlist those providers we will ask to complete a full application, shortlisted providers will be notified at the beginning of June.
