Dear Colleague

Key Stage 1 Assessment 2004

Children Who Are Unable to Access The Tests

As you are probably aware, the assessment and reporting arrangements have been revised for 2004 to clarify the situation regarding disapplications.  The detailed arrangements, including examples of different circumstances that schools may encounter, are set out in the 2004 KS1 Assessment and Reporting Arrangements booklet on pages 10-16. More specific advice about special arrangements will be given in the teachers’ handbooks for English and Maths and the test guides due to arrive in April 2004.

The term ‘disapplication’, as it applies to the tasks and tests, is being phased out.  Instead, we are encouraged to refer to ‘children who are unable to access the tests’.  The arrangements are similar to previous years, but the terminology has been simplified.

The procedures for making arrangements for these children are set out on page 15 of the 2004 KS1 Assessment and Reporting Arrangements booklet.  In Norfolk, they will be as follows:

1.      Discuss child’s circumstances with the parents, teachers and specialist staff as necessary.

2.      Consult the LEA (through John Sweet at Norwich PDC on 01603 433276)

3.      Use the QCA paper form (attached) to write a report, or access the form on line direct from the QCA website: www.qca.org.uk/ages3-14/downloads/ks1_non_access_2004.rtf

The form should be saved to your PC and then emailed to john.sweet@norfolk.gov.uk
