Dear Chairman,
As you may be
aware, the 2002 Education Act made the establishment of an Admissions Forum a
statutory requirement. A Forum already
exists on a discretionary basis in Norfolk and the Authority has taken this
opportunity to reconstitute its membership in accordance with the
regulations. A copy of the new constitution
including a description of the role of the Forum is attached to this
letter. This opportunity to establish
fairer and more effective admission arrangements is welcomed and I am writing
to ask for your nominations for the Headteacher / Governor category. You will note that the constitution requires
the appointment of:
- Two Secondary and one Primary Headteacher or Governor from a community
or voluntary controlled school.
- One Secondary and one Primary Headteacher or Governor from a foundation
school.
- One primary Headteacher /
Governor from a voluntary aided school.
- Two parent governor
representatives as appointed to the Education and Cultural Services Panel.
Six in addition
to the parent governors, therefore, need to be appointed and we are keen to
achieve an overall balance between geography , type and phase of school and
between Headteachers and Governors. It
will, therefore be necessary to look carefully at the nominations to see
whether this balance can be achieved.
In doing this
we will be drawing on the services of a small panel made up of a representative
from NASH, SNAPP and the Norfolk Governors Network, all three of which
organisations will also be asked if they wish to nominate.
The overall
purpose of the forum which will meet 2 or 3 times a year will be to promote
better and fairer admissions arrangement that contribute towards improving
standards for all pupils. The role is
described more fully in section 2 of the constitution. All Admission Authorities will need to have
regard to the decisions of the Forum.
It will therefore, be an influential body in the country.
I would be
grateful if nominations could be sent to County Hall on the attached form by
the end of term.
