Dear Colleague
For the last two years, the Advisory Teachers (Early Years), based with Norfolk Education Advisory Service (NEAS) at The Norwich Professional Development Centre, have supported the development of quality and improved standards of Education in the Foundation Stage in the private and voluntary sector. The Advisory Teachers also managed a number of ‘involved teacher’ schemes whereby teachers based in schools were encouraged to share and develop good practice with neighbouring settings.
To further improve quality and enhance the service, the Advisory Teachers have now taken on the role of Early Years Co-ordinators and will manage a team of Link Teachers (currently 11 but will expand over the next two years). Each of the newly appointed Link Teachers will have a specified caseload and will work directly with settings in the private and voluntary sectors. The target ratio for involvement is one teacher to every ten non-maintained settings by 2004.
The Link Teachers will be supporting the implementation of the Foundation Stage curriculum by visiting each setting at least once a term. Link Teachers will arrange these visits, respond to requests for advice and support from settings and manage the distribution of a wide range of resources from a newly established Early Years Resource Bank. The work of this team will be managed by Constance Tyce (Primary Adviser based at the PDC).
The Link Teachers hope to maintain existing and develop new cluster groups of providers across the maintained and non-maintained sectors. The existing training programme will be developed and expanded to include the maintained sector. It is hoped to have a full training programme accessible to both sectors from September 2003 with joint training for Numeracy and the Foundation Stage Profile beginning in the current training programme.
