Dear Colleague
THRESHOLD 2000
DfEE GRANT CLAIM FORMS
Shortly before Christmas, schools were issued with DfEE Grant Claim Forms relating to Performance Pay Reviews, Deputies Assimilation to the Leadership Group and Appointments of Assistant Heads to the Leadership Group.
The Authority has now received a further supply of Grant Claim Forms, this time relating to the Threshold 2000. These forms will need to be completed and returned to the LEA in respect of teachers employed at your school, who have successfully been assessed as being eligible for the Threshold Payments, introduced as part of the School Teachers Pay and Conditions Document, 2000.
Each pack contains a number of forms that need to be completed and returned to the LEA by the date indicated at the top of each form. Prompt returns will ensure that, firstly, there will be minimal delay in eligible teachers receiving their backdated Threshold Payments and, secondly, that school budget shares will be increased to cover the costs. Schools operating a Bank account type A will have their monthly instalment adjusted accordingly.
The forms in the pack are as follows:-
·
Threshold 2000: Serving TeachersThis form is to be completed by the school and authorised by both the Headteacher and the Assessor. As soon as the results of the threshold applications are validated by the assessor the forms should be returned to Glynis Ballard in Education Personnel Services. The details will be used to make the necessary salary changes and to initiate the payment of the special grant.

·
Threshold 2000: Supplementary TeachersThis form is to be completed for teachers who applied for the threshold other than in their current school. There are a number of copies of this form. Each time an eligible teacher joins your school a form should be completed and returned to Glynis Ballard as above. This will reduce any delay in schools receiving the special grant available in respect of each teacher.
·
Threshold Supply TeachersThere are two forms for schools to complete in respect of supply teachers employed in your school during the academic year 2000/2001. One for the period 1st September 2000 to 31st March 2001. The second for the period 1st April 2001 to 31st August 2001.
Schools are able to claim the special grant in respect of eligible supply teachers, providing the salary has been paid from delegated funds.
The DfEE has requested that a full-time equivalent figure is given for each supply figure and details on how to calculate this figure is given on the reverse of the form.
The first claim for the period up to 31st March 2001, needs to be returned to Glynis Ballard in EPS by 10th April 2001.
The claim for the rest of the academic year needs to be returned by 31st July 2001.

Performance Threshold 2000Letter of Confirmation
This form is not included in the pack. When the LEA receives the Threshold Form for serving teachers sufficient copies of the Letter of Confirmation will be sent to schools to complete and pass to eligible teachers.
I hope that this letter has clarified the purpose of each of the forms in the pack and appreciate your co-operation in their completion and return in order to ensure schools receive the special grant funding to which they are entitled.
If you have further queries you should contact either Glynis Ballard or Ali Crane in Education Personnel Services on 01603 222522 or 01603 222344 or Tony Howard, Education Finance and ICT Services on 01603 222547
Yours sincerely
