STANDARDS FUND 2002-3

HEADLINE INFORMATION

The Standards Fund Circular 2002-3 was made available by the DfES on 1st October 2001. A full copy is available from www.dfee.gov.uk/standardsfund.

The basic structure of the 2002-3 scheme remains as in the current year. The proposed scheme includes 60 separate grants. LEAs are requested to notify the DfES of take up by 8th February 2002. Schools must be notified of their allocations by 28th February 2002.

The scheme is proposing overall expenditure of £3.6 billion, an increase of £0.5m (16%) over the current year. If this increase is reflected across the board Norfolk’s allocation is likely to rise from £36,763,096 to £42,491,913. This in turn means that the LEA contribution is likely to rise to £12,196,000, an increase of £1.1m.

Key changes affecting schools

Existing grants not included in the 2002-3 scheme:

New grants in 2002-3:

The main grant for devolvement to all schools, grant 101b: All Schools and EDP priorities, when adjusted to take account of its restructuring, is about the same as in 2001-2. However, because of the restructuring there will be a slight overall shift in funding towards primary schools and away from secondary schools.

Financial Arrangements

The opportunity for schools to vire their funding to meet their own plans remains in place for most grants, however the number of grants where this is not allowed has been increased as follows:

As in the current year, schools will have 4 terms in which to spend their allocations.

In line with DfES requests and e-government proposals it is intended to deliver and collect more Standards Fund related information via ESINET. The LEA’s Standards Fund website is available on ESINET:Schools at http://www.esinet.norfolk.gov.uk/standardsf/
