Dear Headteacher,
I am writing to clarify the requirements for completion of the DfEE Transfer Sheet for pupils transferring to High School at the end of Year 7.
- The Key Stage 3 form must be used (this is for pupils transferring schools during or
at the end of Key Stage 3). (Ref DfEE publication March 2000, 00/50).
- The Key Stage 3 teacher assessment levels box may give rise to some confusion. These assessments are to be the teacher’s latest assessment of progress in each attainment target in the core subjects and in the subject overall for the non-core subjects (i.e. since the end of Key Stage 2).
- These latest assessments do not have to be in the form of National Curriculum levels. If they are not in the form of levels, they may be provided on a separate sheet as additional information.
- The copy of the pupil’s school report (which is also a statutory requirement for transfer) has been used in Norfolk for the past few years to provide this information. In previous years the LEA has advised schools to include a level in each attainment target for the core subjects only on the report.
- Thus, in line with previous policy, it would be appropriate to include National Curriculum levels for the attainment targets and overall subject level in English, maths and science on the Transfer Form and to continue to use the progress comments on the parental report to fulfil requirements for the non-core subjects.
- Schools, however, may prefer to summarise progress into a National Curriculum level and include it on the transfer form. This is best agreed between feeder and receiving schools this year. In 2001 specific LEA guidance will be given about the inclusion of National Curriculum levels for non-core subjects on the transfer form.
