Fuel Crisis – Procedures for Essential Users

Since the fuel crisis in September a multi-agency team has been working in Norfolk to ensure that we are able to deal most effectively with any future disruption.

The priority of the plan, as you would expect, is to save and maintain life. The plan nevertheless designates school staff as "Essential Workers" because schools play a significant part in enabling parents who work in the emergency, health and care services to continue working.

Equally the LEA shares with you a common desire to maximise children’s access to education during what may prove to be a difficult period of time should widespread disruption occur. Through the shared operation of the emergency plan we are confident that school opening can generally be maintained.

Attached to this letter are details of how you and your staff may by special arrangement purchase 30 litres of fuel from one of 10 designated filling stations around the County in order to maintain school opening.

Arrangements are being made to ensure you will be kept updated on any developments even in the event of the school courier service or post office being unable to deliver mail. This will be through the use of electronic facilities utilising fax machines for schools who have them or by phone where they do not.

If you have any enquiries in the period leading up to any disruption and the Government declaring an emergency please contact Paul Hoey, the Education Officer who is acting as the Departmental Emergency Planning Officer for the period of any fuel crisis on 01603 224453.

Thereafter the procedures as set out in the attached documentation should be followed.
