Changes to Pupil Attendance recording

The Education (Pupil Registration) (Amendment) (England) Regulations 2001

The above legislation came into effect on the 1st September 2001. It has introduced a further category to the approved educational activity list.

Whereas pupils who were dual registered i.e. on the admissions roll of two schools, had to be marked as being on authorised absence on the days they were attending the other school, they can now be recorded as present (approved educational activity).

This will have an effect for example on the attendance recording of those pupils who are on roll at a Pupil Referral Unit and a home school.

It remains important for arrangements to be in place to ensure that both schools are aware of any absences that occur.

This change in Dual Registration arrangements does not effect the attendance recording of those pupils whose dual registration is arranged owing to there being no fixed abode because of the itinerant nature of his/hers parent’s trade or business. In these circumstances the absences whilst attendance is elsewhere should be marked as authorised absence.
