NOF 3: PROGRAMME PRIORITIES, ELIGIBILITY AND ASSESSMENT CRITERIA

The following outlines the programme priorities, the eligibility guidelines and the assessment criteria against which bids will be assessed at a National level.

Programme Priorities:

  1. Grant Scheme Purpose(s)

The purpose of the schemes funded through the new opportunities for PE and sport programme is to achieve a step-change in the provision of sporting facilities for young people and for the community generally by:

All projects within the LEA grant scheme portfolio will be required to meet some, or all, of the following six key outcomes for the programme:

  1. Improved physical education and sport in schools (supporting the entitlement of two hours of high quality PE and sport each week, within and beyond the curriculum).
  2. Higher standards across the whole school through PE, sport and other forms of structured activity (as set out in school development plans).
  3. Better opportunities to increase the levels of physical activity among the school age population and, more generally, local communities (supporting the health recommendation for levels of physical activity for young people and adults).
  4. Improved collaboration, co-operation and partnership between schools and between schools and their communities.
  5. Promotion of social inclusion through access to, and use of, sports and outdoor adventure facilities by all groups in society.
  6. Innovation and best practice in the design and management of facilities.
  1. Beneficiaries and Targeting
  2. The primary beneficiaries of the programme must be children and young people aged 5 to 16. However, wider community benefit and use will be essential for all but the smallest projects.

Discussion with the Case Manager for NOF 3 (06.12.01) has emphasised that funding should be focussed on enabling new, rather than improved, access and opportunities for young people in pe and sport; with the emphasis on facilitating curriculum entitlement.

Collaboration, co-operation and partnership between schools will be essential in order to maximise the return on investment, as will the commitment of schools to long-term sustainability of developments proposed.

Definitions:

School Use:

The use of facilities by children aged 5 to 16 during curriculum time.

Extra Curricular Use:

The use of facilities by children aged 5 to 16, as part of school sports activities, outside curriculum times. (This could be before or after curriculum hours and includes evenings, weekend and summer school sports activities).

Wider Community Use:

The use of facilities by the non-school population. This can take place during and outside curriculum times. It is expected that this use will be by individual members of the community, but may also include use by sports clubs and organisations.
