TIME OFF FOR TRADE UNION DUTIES AND ACTIVITIES
PAYMENT OF PART-TIME WORKERS
I am writing to you to inform you that following a recommendation by the Director of Law and Administration, the Joint Consultative and Negotiating Committee have agreed a change to the Joint Agreement on time off and facilities for trade union duties and activities with immediate effect.
The change concerns the payment of part-time employees who attend training courses and meetings and for whom previously the Authority's policy was that part-time employees did not receive payments in respect of attendance beyond their normal working hours. This has now been changed and the full text of the agreed change is detailed below:
"Part-time employees who attend training courses, collective bargaining meetings or other meetings for which paid time-off is allowed under this agreement, will in any 24 hour period be paid for the equivalent of what a full-time worker would have been paid, i.e. the time allowance for a part-time worker will not be in excess of the normal working hours of a full-time worker."
This revised policy will be included in the next update of the Personnel Manual (now available on the Intranet).
You are advised to notify any staff for whom time off for trade union duties and activities is currently, or likely to be granted under this Joint Agreement.
