Dear Headteacher
LEA
Guidelines Document for Educational Visits
Almost all schools in Norfolk have now been represented at
the LEA’s training for Educational Visits Co-ordinators (EVC). We have established a register of EVCs using
information given to us at the training.
Where schools have not identified an EVC we assume that the Headteacher
takes on that responsibility. Should a
school need to train an additional member of staff to fulfil this role they
should contact the LEA to arrange training so that the register can be updated
accordingly.
During this training colleagues were informed about and
shown draft copies of the LEA Procedures and Guidelines document which will be
issued to all schools. Because of the
very comprehensive nature of this document, it proved difficult to prepare it
for printing in time to meet the original target date. Rather than rush the document to you at the
end of a very busy term, I propose to rearrange its distribution for the
beginning of September.
We will also adjust our implementation plan, so that 1
January, 2004 will become the date from which we will ask schools to plan their
visits using the new framework. In the
meantime it is expected that all visits will be carried out using the DfES
Guidance Health & Safety of Pupils on Educational Visits (1998):
Part 1 Standards
for LEAs in overseeing Educational Visits (2002)
Part 2 Standards
for Adventure (2002)
Part 3 A
Handbook for Group Leaders (2002)

North Norfolk District Council have contacted the LEA to
pass on the concerns of local residents that school groups do not seem to be
fully aware of the continuing potential of cliff failure and are going too near
the cliff edges. This is particularly
pertinent at Happisburgh. Schools may
be using these areas for a variety of off-site activities and need to be aware
of local concerns and hazards. Please
consider this aspect in your Risk Assessment for off-site work.
Schools should not go near cliff edges in this area, or
their bases or allow pupils to scramble on their slopes.
