Dear Colleague

Re: Consultation on Proposed Admission Number for academic year 2005/06

        Community and Voluntary Controlled Schools

You will be aware that, each year, the LEA is required to set an annual admission number for all community and VC schools in the county. It is intended to complete consultations with schools on the admission number (AN) for the academic year 2005/06 by 1st March 2004 and to confirm arrangements by the 30th April 2004.

Attached is a copy of the DfES Net Capacity Assessment form for your school and a plan. The assessment produces a pupil capacity range on the basis of which an appropriate AN is set. Determining schools’ capacities and setting an appropriate AN is a crucial part of the LEA’s strategic planning role and has a direct impact on funding allocations from central government. It is vital, therefore, that we receive your feedback by 1st March 2004, to confirm:

(a) The accuracy of the accommodation schedule and plan, i.e. that all rooms are shown on the plan and listed on the schedule with their usages correctly recorded. Should you wish to suggest amendments please indicate them on the plan and schedule as appropriate

NB. It has come to our notice that a few schools have carried out improve-ment projects to their premises but have not supplied any or, sufficient information for us to be able to update the accommodation schedules with extensions/alterations to floor areas and any changes to room usage.

This is particularly important where a teaching area is concerned as this will have a direct effect on the number of teaching places available and possibly the schools’ admission number. A form to use when notifying the LEA of such works is available at: www.norfolkesinet.org.uk (School Management & Governance > Managers and Administrators > School Buildings > Devolved Formula Capital)

(b) Your agreement to the proposed admission number for September 2005.

School reorganisations effective in 2004 and 2005 have been anticipated. Capital building projects due to complete between now and September 2004 have also been accounted for where teaching space is affected and information is available. Where changes in these timescales are anticipated but information is not yet available, an explanatory footnote will be included in the 'information to parents' booklet.

Your cooperation in completing the above exercise will be a key component in the overall drive by the LEA to ensure the data used by you and us for Asset Management Planning purposes is robust and reliable, particularly when considering and prioritising where capital funding will be allocated. During the coming months further verification of schools Sufficiency and Capacity information will take place, similar to the review of Suitability data in 2003. To this end it may be necessary for us to make further contact with some schools, however, this will only occur where necessary.

Please return your feedback on the attached form and plan to Simon Conner in the Education Department Planning and Buildings Team as soon as possible but no later than 1st March 2004, indicating your agreement or otherwise to the proposed Admission Number.

If you have any queries or wish to discuss this matter, please telephone one of the following members of the Strategic Support Team during normal office hours or send an email to the address given:
