Dear Colleague

 

The Pupil Access and Support Service (PASS)

 

Further to last term’s Area Headteacher meetings, I am writing to confirm the final management arrangements for PASS for September 2004 and to provide you with a detailed structure diagram outlining the key management appointments.

 

The attached diagram A represents the broad range of activities undertaken by senior staff in PASS.

 

On 1st April 2004 Helen Carmichael joined Norfolk County Council as the Attendance and Behaviour Manager, leading the integration of services for behaviour and attendance.  This brings together combined functions of the Pupil Referral Units, Behaviour Support, the previous Visiting Teacher Service (ex-VTS) and the Attendance Team.  Each Area Team is led by an Area Attendance and Behaviour Officer (AABO).  The attached Diagram B explains the local area management structures for Attendance and Behaviour Support for your reference.

 

On 1st September 2004 Michael Bateman joined us as the Assessment and Provision Manager.  He is responsible for statutory assessment and provision arrangements for Special Education Needs including reviews.  Michael manages the area Pupil Entitlement and Support Officers as well as the Special Educational Needs administration teams.

 

Specific PASS Developments for 2004/5

 

Over the course of the next year a number of significant projects will be undertaken about which we will keep you informed on a regular basis.  Discussions and consultation will take place with Headteachers on these issues through the established channels.

 

Areas for specific development and assigned PASS lead officers include:-

 

·               Review of the PASS School Support Team mechanism for allocating time to schools (Graham Newell)  

·               Review of the future role for local special schools in Norfolk (Michael Bateman)           
                                      

·               The future role and function of mainstream Learning Support Centres (Graham Newell)          

·               Review of the mainstream SEN funding scheme (SEN Audit) (Nigel Peacock) 

 

I would be most grateful if you could ensure that both your SEN Co-ordinator and pastoral Deputy Headteacher are aware of this information.
