Dear Colleague

Re: Behaviour Support Plan (2004-2007)

Norfolk County Council is required to prepare, review, consult upon and publish a Behaviour Support Plan for April 2004 (Education Act 1996, Section 527A).

The last publication was issued in April 2001 and was a detailed, comprehensive document.

This year we are preparing to set out arrangements for supporting children and young people in a shorter strategic statement.  This document sets out the way in which Norfolk County Council plans to work with schools, partners and other agencies in improving the support and educational opportunities for pupils with social, emotional and behavioural difficulties.

It builds on good practices and it sets out the principles, and future strategies and approaches to improve the quality of provision for these pupils.

I do hope that you will help to support our intentions and enable us to achieve our objectives and targets.  We will only achieve success together by promoting co-operation and ensuring that through close partnership we will raise standards for all children in our schools.

It would be very helpful if you would take this opportunity to comment on the attached draft documentation and let us have your views and suggestions by the close of the consultation period on 29th March 2004.   To help you to prepare your response we would be grateful if you would complete the attached proforma.  The Plan and related documents are also available on www.norfolk.esinet.org.uk.  The proforma and other comments should be returned to Suzy Ladd, PASS Service Co-ordinator at Norfolk County Council, PASS, Room 20, Education Department, County Hall, Martineau Lane, Norwich, NR1 2DL by the closing date of 29th March 2004.

In due course we will amend the draft Behaviour Support Plan and publish a final version which will be available on the PASS website by the end of April 2004.

Yours sincerely

Dr Bryan Slater
