Branch Meeting

The next Branch Meeting will be held on Thursday 11th April at Barnham Broom at 4.30pm when light refreshments will be available. Topics to be discussed: Performance Management and Threshold 2.You will be aware of NAHT intention to ballot members in regard to industrial action. It is important that a large percentage of members return their ballot papers to let the government see that Headteachers will not be pushed too far. The recent ballot in Northern Ireland attracted a 65% turnout, despite a postal strike, and an overwhelming 97% were in favour of boycotting the Performance Management process. This is the governments PM scheme and they mustn’t expect schools to fund it. Do come along and join in the debate.

David Hart, along with John Dunford (SHA) has written to every Member of Parliament on the above issue. Colleagues are encouraged to contact their MPs to obtain his/her reaction.

Annual General Meeting

This year’s AGM will be held on Wednesday 22nd May at Barnham Broom at 4.30pm. Our guest speaker is NAHT President, Mrs Sue Sayles.

Wider powers for LSC

The Learning & Skills Council will soon have the power to implement local inspections, which will include 14-16 provision even at 11-16 schools. They will also be able to bring forward proposals for institutional changes to 16-19 provision even where the inspection does not show weaknesses. It is important that we get Headteacher representation on the LSC.

Changes in Funding for April 2003

The key change is that the SSA will be split into a Schools block and a LEA block. The Government will set the size of the Schools block and Heads and Governors on the ‘Schools Forum’ will oversee it. The forum will be set up in Autumn 2002 and NAHT ought to be represented.

Capital Funding 2002/03

NDS money is going to LEAs on the basis of their Asset Management Plan and targeted at: sufficiency (basic need), condition (historical backlog) suitability (match to curriculum) and modernisation (to keep premises up to standard). The latter is a new category.

Model Policy

A model Racial equality policy will soon be available from NAHT to help members avoid reinventing the wheel. This should be available on the website.
