Norfolk's High Needs SEND Top-Up Funding: Timeline and Interim Process for October 2018 to March 2019
Following the release of the MI communications (26/18 and 66/18) and the briefing meeting on Tuesday 15th May the VS SEND received a wealth of valuable feedback. In light of this feedback, and in consultation with colleagues at SEND Cluster Lead/Host meetings on 21st and 22nd May, the proposals for allocating the High Needs SEND Top-Up funding have been reviewed. Therefore, funding for children/young people with EHCP's will be allocated using a banding system for which we require the SENCo to 'band' the children with EHCPs in their school/academy. For children/young people with High Needs on SEN Support who require High Needs Top-Up funding an application will be necessary. These interim systems will be developed with colleagues over time to ensure we have a child/young person centred, equitable mechanism for allocating funding moving forward.
Please be aware there is a requirement on all schools/academies to complete the EHCP Banding Form.
The revised timeline regarding the process:
- Summer Term High Needs SEND Top-Up Funding for pupils with EHCPs in Mainstream Schools (including Academies)
- Summer Term High Needs SEND Top-Up Funding for pupils with High Needs on SEN Support in Mainstream Schools (including Academies)

The Forms will remain live unless updated and applications can be submitted at any time throughout the Financial Year.
Colleagues attending the moderation meeting on 25th June who have a teaching commitment and want to make a supply cover claim will be asked to submit a supply cover invoice.
