Below are the latest dates for submission of assessment information. You will notice that the dates are earlier than deadlines. This is necessary to allow the Information and Research Centre time to ensure all submissions have been processed correctly before the final deadline. Please note that any errors or omissions may be reflected in your first 2009 RAISEonline Full Report.

    Transfer Information 2009
    Guidance about the transfer of pupil information between schools in 2009 is being issued with a separate MI Sheet, and will be available on the Norfolk Schools website www.schools.norfolk.gov.uk by the beginning of April 2009.

    Key Stage 2 Assessments

    Key Stage 2 Teacher Assessments (including ICT, Religious Education, and P Scales)

    Schools are asked to enter Key Stage 2 Teacher Assessments in Phoenix Gold (or e1), together with Teacher Assessment Levels for Religious Education (see below) and for ICT (which are required as part of the response to our last OFSTED inspection). These assessments, along with any P Scales (see below), should then be uploaded onto QCA's "Test Orders" website no later than Thursday 18th June. Further guidance on how teacher assessments should be submitted will be available at www.qca.org.uk/tests from 1 April 2009, and step-by-step guidance for Phoenix Gold and e1 will be available on the ICT Solutions website www.eficts.norfolk.gov.uk/default.asp in May.

    Early Deadline
    The deadline for QCA to receive your teacher Assessments is 10th July, however, the Information and Research Centre will need the time between 18th June and 10th July to monitor and check files submitted to QCA, and resolve any problems before the QCA deadline. You should not wait for test results before submitting Teacher Assessments.

    Also, for pupil transfer purposes, most information is transferred via Common Transfer File(CTF) containing appropriate pupils' data to "receiving" high schools, using e1 to e1 (when transferring between Norfolk Schools on e1) via Anycomms secure data transfer system (when transferring to another Norfolk school) or via s2s, by 19th June, without waiting for KS2 test results (see MI Sheet "Transfer Guidance" to be published early April 2009).

    Religious Education Levels
    You are asked to submit RE Levels in accordance with the Norfolk Agreed Syllabus for RE which became statutory in September 2006. (MI sheet 33/07, issued on 3rd March 2007, provides further information.) Please enter and submit RE levels along with your other Teacher Assessments. Guidance notes will be provided on the ICT Solutions website www.eficts.norfolk.gov.uk/default.asp.

    P Scales at KS1 and KS2 (for children on the SEN register)
    P Scales should be recorded for children who are on the SEN register and are assessed at Level W. This is a statutory requirement. The Level W should still be recorded for the child, in addition to the P Scale. Phoenix Gold and e1 will facilitate the recording of this P Scale data and your data submission will automatically include any P Scales. Guidance will be provided on the ICT Solutions website www.eficts.norfolk.gov.uk/default.asp.

    Administration Workloads

    Key Stage 2 Test Results (and Optional Tests Results)
    There is, again, no requirement to submit Key Stage 2 Test results or Optional Test results to the Information and Research Centre. However, it is important that your Key Stage 2 Test results are recorded in your Phoenix Gold or e1 system at the earliest possible opportunity for:
    (a) producing statutory reports for parents
    (b) using in data analysis and self-evaluation (eg. for inspection purposes)
    (c) for transfer to your pupil tracking system for early indications of value added and average point score of the cohort




    Key Stage 1 Assessments

    KS1 Teacher Assessments (including P-Scales)

    As you know, you are not required to record KS1 Test Levels in Phoenix Gold or e1, though you may choose to do so. The purpose of KS1 Tests is solely to inform Teacher Assessments, and the only requirement for reporting any test levels is if a parent specifically asks for them. Nationally, there is no requirement to record or collect the test scores or levels and Phoenix Gold and e1 are no longer programmed to calculate test levels from raw scores.

    After recording all KS1 Teacher Assessments (including any P Scales - see below) they should be submitted to the Information and Research Centre via Anycomms no later than Thursday 18th June. Please note that the file to be submitted should be a CTF file and the CTF file name should be changed to show "KS1", instead of "CTF", before submission on Anycomms. (Please see the guidance provided on the ICT Solutions website www.eficts.norfolk.gov.uk/default.asp.)

    Guidance on what teachers have to assess can be found in the KS1 Assessment and Reporting Arrangements booklet, available at: http://www.org.uk/eara/. Reporting requirements are as last year, ie: Schools must report: a teacher assessment level in speaking and listening, reading, and writing; the separate teacher assessment levels for each science attainment target; and an overall teacher assessment level in mathematics and science. The overall level for science will be generated by Phoenix or e1. Schools are not required to report an overall teacher assessment level for English.

    P Scales at KS1 and KS2 (for children on the SEN register) P Scales should be recorded for children who are on the SEN register and are assessed at Level W. This is a statutory requirement. The Level W should still be recorded for the child, in addition to the P Scale. Phoenix Gold or e1 will facilitate the recording of this P Scale data and your export file will automatically include any P Scales.     Early Years Foundation Stage

    EYFS Profile Scores

    Use of the electronic version of the Early Years Foundation Stage Profile facilitates the smooth transfer of data into Phoenix Gold (or e1), and also has many other benefits for heads and teachers. It enables them to analyse the data for their own pupils - including progression charts from entry to the end of the foundation stage, comparisons between boys and girls, and identifying strengths across the six areas of learning. The eProfile has been renamed eyeProfile and the most up-to-date version is Version 3:0 which includes recent changes such as the heading "Problem solving, reasoning and numeracy" replacing the heading "Mathematics". The eyeProfile can be downloaded free from http://schoolsportal.suffolkcc.gov.uk/schools/FSP. Guidance for exporting your data from Phoenix or e1, ready for importing into the eyeProfile, will be provided on the ICT Solutions website www.eficts.norfolk.gov.uk/default.asp.

    Once all the scores have been transferred or entered into Phoenix Gold or e1, schools are asked to submit them to the Information and Research Centre via Anycomms no later than Thursday 25th June. Please note that the file to be submitted should be a CTF file, and the CTF file name should be changed to show "FSP", instead of "CTF", before submission on Anycomms.
