Submission of KS3 Teacher Assessments 2009
Schools are asked to submit both core and non-core Teacher Assessments electronically, on the QCA's "Test Forms" website, in June. While the requirement to submit core subject Teacher Assessments is statutory, the submission of non-core subject Teacher Assessments is no longer statutory. However, we are asking you, please, to continue submitting non-core Teacher Assessment Levels so that they can be used to support school improvement. Information and guidance, including a section on "access arrangements" can be found in the new KS3 Teacher Assessment and Reporting Arrangements (TARA) for 2009, downloadable from http://www.qca.org.uk/eara/.
Pupils who change schools during the summer term
For a pupil who transfers from one school to another in the summer term, it is the responsibility of the school at which the pupil is on the roll as of Friday 1st May 2009 to submit the teacher assessments. This may require the school to obtain teacher assessments form the pupil's previous school (see TARA for 2009, pages 15 and 20).
Early Deadline - Thursday 18th June
The deadline for QCA to receive your teacher Assessments is 10th July. To allow at least two weeks for monitoring schools' submissions and resolving any problems before the QCA deadline, please submit your file by Thursday 18th June.
P Scales (for children on the SEN register)
P Scales should be recorded for children who are on the SEN register and are assessed at Level W. This is a statutory requirement. The Level W must still be recorded for the pupil, in addition to the P Scale. For further information on P Scales please refer to the KS3 Teacher Assessment and Reporting Arrangements (TARA) for 2009 http://www.qca.org.uk/eara/. Your Management Information System (MIS) will facilitate the recording of this P Scale data and your exported file will automatically include any P Scales. (Phoenix Gold and e1 guidance will be provided on the ICT Solutions website www.eficts.norfolk.gov.uk/default.asp.
Religious Education Levels
As last year, you are asked to submit RE Levels in accordance with the Norfolk Agreed Syllabus for RE which became statutory in September 2006. For further information see MI sheet 33/07, issued on 3rd March 2007. The syllabus requires assessment to take place in relation to two Attainment Targets: learning about religion, and learning from religion. The syllabus, p.34-35, gives Level descriptions for attainment in both Attainment Targets. When assessing a pupil's level of attainment at the end of Key Stage 3, teachers should judge which description best fits the pupil's performance across both Attainment Targets and report a single Level.
If you are using Phoenix Gold or e1, please enter and submit Levels for RE along with the other subjects. Guidance notes will be provided on the ICT Solutions website www.eficts.norfolk.gov.uk/default.asp.
If you are not using Phoenix Gold or e1, please arrange to let me have your RE TA Levels in a separate file (CSV or Excel). The required fields are: Surname, Forename, Date of Birth, UPN and Religious Education Teacher Assessment Level.
The Process for submission of Teacher Assessments

1. | Enter or transfer KS3 Teacher Assessments (including P Scales) into your MIS. A single subject level must be entered for each pupil in each of the core and non-core subjects, with the exception of Citizenship*. |
2. | Export a file in CTF format |
3. | Upload the CTF file onto QCA's "Test Orders" website by Thursday 18th June. (The QCA will provide further details about the website in April.) The Information and Research Centre will have access to the uploaded files in order to monitor and check submissions. |

* Following is an extract from the TARA regarding Citizenship:
Assessment and reporting arrangements for citizenship are changing. The introduction of the revised secondary curriculum includes a single attainment target for citizenship described in terms of level descriptions. The first statutory teacher assessment where schools will assess pupil performance at the end of key stage 3, in relation to the level descriptions, will take place during the summer of 2011. Teachers may find it helpful to use the new level descriptions to support their current end of key stage assessments of pupils' attainment. |
