National Workload Agreement: Raising Standards and Tackling Workload Workforce reform and modernisation - Survey of staff in schools - June 2009

Background
The National Workload Agreement was signed by Government, employers and school workforce unions on 15 January 2003.

The National Agreement acknowledged the pressure on schools to raise standards and tackle unacceptable levels of workload for teachers and introduced a series of significant changes to teachers conditions of service. It acknowledged the vital role played by school support staff and has led directly to the establishment of Higher Level Teaching Assistant (HLTA) standards and the Certificate in School Business Management (CSBM) plus continued professional development of the role of the School Business Manager. The National Agreement has also helped create other new roles in schools for adults who support teachers work and pupils learning.

The statutory provisions in the School Teachers Pay and Conditions Document resulting from the National Agreement are to be included within The School Staffing (Consolidation) (England) Regulations 2009 which would impose a new duty on governing bodies and headteachers. The draft duty is based on the provision in the Apprenticeships Skills and Childrens Bill (ASCL Bill) - see current Consultation on the DCSF website.

What we need you to do
The local Workforce Agreement Monitoring Group (WAMG), consisting of representatives from the Local Authority, support staff trade unions and all of the teaching professional associations and governor representation, is undertaking a survey of all school based employees to understand the extent to which the National Workload Agreement has impacted locally at school level.

The completion of the questionnaire is entirely voluntary but we very much want to hear views from all categories of staff in schools, including headteachers, and would therefore appreciate your co-operation in publicising this across your school and also by enabling your staff to access this online survey at http://schools.norfolk.gov.uk/go/schoolstaffworkload2009. Schools staff will be made aware of this survey via a message on their June pay slips.

Overall trends and issues from the survey will be shared with schools but no individual person or individual school data will be identified.

The survey is very brief and will take only a few minutes to complete and staff need only answer the questions in sections relevant to their role. It will, however, provide us with important information about how Norfolk schools are continuing to implement the National Workload Agreement and what more needs to be done to support the whole school workforce and in turn the pupils they work with.
