Complex Needs Schools and Change of Designation - Statutory Public Notice
The Strategy for SEN has worked closely over the last three years with a range of colleagues across children's services, schools, health and also with representatives from voluntary groups and parents and carers. This resulted in the Implementation Plan for the Strategy for Special Educational Needs being agreed by Norfolk County Council Cabinet in August 2008.
A key part of this plan is the proposal to formally change the designation of the existing 9 special schools from schools for pupils with either moderate or severe learning difficulties to a designation of complex needs school. As part of this change, it is also proposed to ensure that all complex needs schools will have an age range of 3 to 19 years.
In order for this change to be formally considered, statutory notices must be posted by the SEN Strategy Team on the main entrance gates of each of the nine proposed complex needs schools from the 4 September 2009, as well as at all other schools within a one mile radius of those schools.
The nine schools included on this notice takes into consideration both the opening of Churchill Park, the new 150-place complex needs school in King's Lynn, and the agreement for Eaton Hall School, as Norfolk's only special school for children with BESD, to remain outside the Complex Needs model.
The SEN Strategy Team will be visiting schools on Friday 4 and Monday 7 September to post the notices at school entrances and to deliver copies for Headteachers and Chairs of Governing Bodies.
The notice will also be published in the Eastern Daily Press on 7 September 2009, with copies issued to the relevant District and Parish Councils and Councillors, and will be active for a period of six weeks from the date of publication.
If statutory objections to the proposal are received within the specified timescale, the County Council's Cabinet or the Schools Adjudicator will determine the outcome.
