Changes for September 2009

For September 2009 (Cohort 13), the National College for School Leadership (NCSL) is introducing changes to the application process for places on 'Leading from the Middle' (LftM) and the way in which places will be allocated.

In future, all applications for LftM will have to be part of a collaborative group, which will consist of between 18 and 24 participants.

Collaborative Groups

Each collaborative or learning group must comprise a number of schools where at least 25 per cent - but no more than 75 per cent - meet one of the following targeted criteria:

  • Contextual Value Add (CVA) score in the bottom quartile :
  • primary: less than 99.3
  • Turnover in middle leaders greater than 20 per cent in the 12 months leading to application
  • A school that wishes to address or has been identified to address a demonstrable local need

    Each potential collaborative group must then nominate an application coordinator who will be responsible for undertaking the initial stages of the application process. It will be his/her responsibility to ensure that schools making up the collaborative meet key criteria. The Collaborative Application Coordinator must then contact ELC to make an initial enquiry.

    LA Support

    In the first instance, it will be the responsibility of existing networks of schools and schools themselves to seek out and form a collaborative group.

    However, the Local Authority recognises that forming a collaborative group will not always be straightforward. It is likely that some schools will be unable to recruit in sufficient numbers either from within their locality or as a result of wider enquiry.

    Schools that find themselves in this position are invited to contact Simon Morley, Adviser Primary School Development, who will, wherever possible link them with individual schools, networks or clusters who are also seeking potential partners for a collaborative LftM group.

    In spite of LA support, there are likely to be some schools that are disappointed because there are an insufficient number of others to form a collaborative group or because appropriate links cannot be made in time to make the application deadline. Where this is the case the LA will retain relevant information until the next application round when more schools are likely to request help.
