Important Information for all Schools Regarding Safeguarding

All schools are requested to complete the on-line recording of the staff with designated roles within your school outlining their role and the associated training undertaken within the last 3 year period. To access the Designated Staff site enter http://schools.norfolk.gov.uk/sites/Safeguarding, and you will be redirected to log into 'My School' first and then redirected back to this page. Full instructions are then provided. (Supporting guidance for this process is included below).

This information will be used to:
a) ensure that Children's Services has all of the required safeguarding information about your school
b) to enable Children's Services to ensure that its safeguarding training programme carefully meets the needs of all schools within the statutory period of time.

The above will ensure Children's Services are clear that all schools fully meet statutory safeguarding requirements and the new Section 5 Ofsted criteria.

To support this process:
  • If you or a Children's Services Officer delivers safeguarding / child protection training for your staff team it is the responsibility of the Senior Designated Professional to keep a register of all attendees and their role in school and to indicate on the data base when the training took place. This will provide an instant reminder for you and the local authority as to when the training needs are to be renewed.
  • If you or your Senior Designated Professional has attended the Safeguarding in Education Course between May 2008 - July 2009 your details will be added to the data base and updated by a course administrator as each school sends a delegate. This information will be used to alert Children's Services to remind schools to send a delegate to training if they are not compliant.
  • If your role dictates that you must attend a multi agency course every 3 years it is your responsibility to add this information.
  • Your School Improvement Partner will also have access to this site and will use the information to support you ensuring you are compliant with both statutory guidance and OFSTED requirements.

    The on-line system that has been developed will provide schools with an access point to documents to inform on what needs to be done to safeguard and promote the welfare of children in school and where relevant information can be found. This will include links to associated safeguarding policies and documents, including Norfolk Safeguarding Children's Board web site, model safeguarding and child protection policy, training materials, courses and how to access them and statutory guidance.

    To access a model safeguarding policy recently developed by Children's Services for schools, and other supporting documentation go to the Norfolk Schools website and from the Quick Menu click on Safeguarding and Equalities and then click on Safeguarding Children.

    Safeguarding Training Requirements for Designated and other school staff (see chart by clicking here for frequency check and staff responsibilities)

    Group B Training
    This training is organised by Children's Services Learning and Development Team. It is advertised on the home page of the Children's Services intranet and sent directly to schools by e.courier.
    It is for those designated members of staff in school who have never received any previous safeguarding or child protection training and work regularly with children and their families. Due to their designated role or function in school they may make referrals to Children's Services, represent the school at a Child Protection Conference or core group or contribute to an initial or core assessment.
    Although not an exhaustive list a new Senior Designated Professional for safeguarding, new Head teacher, Parent Support Adviser, School Counsellor, will need to attend this training.
    This training does not need repeating.
    This is a whole day course and there will be a charge for each school based delegate.

    Safeguarding in Education (for designated professionals)
    This Course is for the member of staff who is the Senior Designated Professional (SDP) role or the alternate SDP. The course will cover the legal framework and other statutory guidance, safe working practice, the content of Safeguarding in Education and Safer Recruitment 2007, learning lessons from serious case reviews, safeguarding in education self evaluation and OFSTED requirements for safeguarding.
    This is currently a half day course but will be a full day course from spring term 2010 and costs will be included in course details.
    Designated staff must attend this course bi annually. Dates and venues will be sent to schools via e.courier.

    Working Together to Safeguard (Multi Agency - Norfolk Safeguarding Board)
    This course is organised by Norfolk Safeguarding Children Board (NSCB). It is advertised in the NSCB training brochure and on the NSCB website. It is also advertised on the Children's Services home page.
    This is a multi agency, whole day course held at venues throughout the County.
    The Senior Designated Professional, alternate and Head teacher must attend a NSCB multi agency course every 3 years.

    Safeguarding Training for School Staff (Group A)
    This course has been developed with complete training notes and presentation for the Senior Designated Professional to deliver to the whole staff group. This training must be delivered 3 yearly and staff new to the school within this period must have some appropriate safeguarding training during their induction.
    The course will cover the legal framework, signs, symptoms and categories of child abuse, safe working practice, procedures, roles and responsibilities, listening to children and good record keeping.
    The course materials are free and are accessible from the my school site in safeguarding and equalities. Alternatively a school can request a trainer from the Safeguarding / Learning and Development Officer (at Norwich PDC). Costs for half-day and full day courses will be available upon request.

    Safeguarding Training for Governors
    Governors Services provide training as part of our on-going Programme. Dates are available on-line at www.schools.norfolk.gov.uk and published in the annual Programme.

    NCSL/ Safer Recruitment Training for Head teachers and Governors
    Governors and Headteachers can access NCSL training by attending a Governor Services course; dates are published on-line www.schools.norfolk.gov.uk and in the annual Training and Development Programme. The course can also be completed on-line using the NCSL website.

    Designated Teacher Looked After Children - The details and programme for this training will be provided by Tricia Ciappara via the Designated Teacher Newsletter to schools.

    SENCO - this programme will be provided for all new SENCOs and existing SENCOs by Judith Carter (Senior Adviser Inclusion / SEN) via the SENCO website.

    Updated dates for the Safeguarding in Education whole day course for designated staff for the spring and summer term will be issued shortly.

    All schools need to keep updated their on-line recording of the staff with designated roles for safeguarding and the associated training undertaken within the last three-year period. By doing this the school will enable Children's Services to have access to the required safeguarding information about your school, and to enable it to ensure that a safeguarding training programme carefully meets the needs of all schools within the statutory required period of time. Schools will also be able to use this database as an access point for Ofsted inspectors when under the framework for inspection of schools:

  • they are inspecting the effectiveness of safeguarding procedures and ensuring the school meets current government requirements regarding safeguarding children and safer recruitment.
  • they are checking that the school has a Child Protection Policy and procedures in place that are in accordance with the Local Authority and DCSF guidance and locally agreed inter-agency procedures (and that the policy is made available to parents/carers upon request.

    The recording of this school information will need to be undertaken on-line so that all staff with designated roles for safeguarding, and their associated training undertaken within the last three years is accessible. This is done via the designated staff website.
