School Teachers' Pay and Conditions Document 2009

The School Teachers' Pay and Conditions Document 2009 has now been published on to Teachernet, although hard copies of the document are available.

Summary of changes to Pay and Conditions

The main changes to the Document are as follows:-

  • Pay changes bringing in a 2.3% pay award to basic pay, upper pay scale, TLR's & SEN allowances.

  • New arrangements for calculating the remuneration of Headteachers when they are appointed as a Headteacher of more than one school either in a temporary (paragraph 12.2.9) or permanent (paragraph 12.2.7) capacity.

  • Changes to the threshold arrangements (paragraphs 19 and 20) (see MI Sheet 146/09 which has already given more detailed advice)

  • Revised arrangements for excellent teachers' pay with the introduction of a separate range for each of four geographical areas (paragraph 33.3)

  • The introduction of a facility for the 'relevant body' ie school or local authority to make additional payments for the costs of services provided by one school to another and to decide what payment, if any, should be made to the headteacher and other staff (paragraphs 49.1 (d) and 49.2)

  • Removal of the annual limit of 38 hours on the amount of cover (paragraph 72.9.1 to 72.9.3) that can be carried out by teachers and its replacement which requires teachers to cover only rarely. (See MI sheets 126/09 and 163/09 which provide further advice and a draft model policy for your initial consideration and adoption. Once consultation has taken place with the County Secretaries of the Trade Unions, should there by any amendments, a revised version will be issued).

  • Section 2 of the document has been re-drafted and is now gender neutral.

    In addition to the above changes, a number of amendments, updates and clarifications have been made to Section 3, reflecting the 2009 changes to the document. Section 4 has been changed, similarly, to reflect the move to the position that teachers will only rarely cover from this year. Both Section 3 and 4 are Statutory Guidance.

    Model Pay and Performance Management Policy

    The changes this year will be incorporated into a revised Model Pay Policy to replace the current model dated 2007. These changes are relatively minor and should not prevent schools undertaking the Performance Management work required by half term, in accordance with the existing Pay and Performance Policy.
