Specialist Resource Bases - Statutory Public Notices
The Strategy for SEN has worked closely over the last three years with a range of colleagues across children's services, schools, health and also with representatives from voluntary groups and parents and carers. This resulted in the Implementation Plan for the Strategy for Special Educational Needs being agreed by Norfolk County Council Cabinet in August 2008.
A key part of this plan is the proposal to develop Specialist Resource Bases, and the recent consultation process on the location of Specialist Resource Bases, which took place at the end of the summer, has secured significant support for the proposals contained within the document. In addition to this support there has also been a wealth of information generated from consultation responses regarding the potential detail that could underpin the shape of the SRB provision in schools across the County.
However, in order for these change to be formally considered, statutory notices must be posted at each of the 27 schools which we hope will establish new special educational provision, and also at five schools where the proposal is to discontinue the existing specialist provision. As well as these schools, notices must be posted at all other schools within a one mile radius of those schools.
To provide the countywide strategic context we will be issuing three separate linked statutory notices: one for those 11 schools identified as part of the 2009 / 2010 capital build programme; another for those 16 schools without existing provision, who are not part of the current build programme for 2009 / 2010; and a third for the five schools where existing provision will be decommissioned.
The SEN Strategy Team will be visiting schools on Friday 18 and Monday 21 September to post the notices at school entrances and to deliver copies for Headteachers and Chairs of Governing Bodies.
The notice will also be published in the Eastern Daily Press on 21 September 2009, with copies issued to the relevant District and Parish Councils and Councillors, and will be active for a period of six weeks from the date of publication.
If statutory objections to the proposal are received within the specified timescale, the County Council's Cabinet or the Schools Adjudicator will determine the outcome.
