Norfolk School Leadership Succession Planning Strategy

A Norfolk School Leadership Succession Planning Strategy has been developed and the document, which is in the final stages of completion, pending final information from national organisations and programmes, can now be accessed here. The Strategy will adopt a holistic approach to the development of leadership and succession planning and be reviewed annually.

Key messages

  • The Strategy was developed throughout 2008/09 to meet the needs of leadership succession across the whole school workforce and across all phases and maintained schools.

  • The Strategy is based on existing good practice at a national and local level. The analysis of school workforce data has been used to identify local leadership needs. The Strategy aims to build sustainable support and development for leadership potential in Norfolk.

  • The Strategy has been subject to wide consultation with key focus groups, including Diocesan colleagues and union groups.

  • The Strategy will include: Identification of a leadership 'Talent Pool'
    - Programme of 'Internships' and 'Secondments'
    - Establishing 'Lead Succession Schools'
    - Providing support for aspiring headteachers
    - Developing 'Middle Leader' potential
    - Developing support staff leadership potential
    - Supporting recruitment/retention strategy
    - Governor services support for headteacher recruitment
    - Headteacher induction and ongoing support programme
    - Well being support
    - School engagement in succession planning
    - Leadership succession in church/faith schools.

    Next steps

  • The Strategy 2009 - 2011 will be phased in beginning 1 September starting with recruitment to the Norfolk Talent Pool and support for post NPQH graduate leaders who meet the criteria for local needs.
  • Headteachers/governors will shortly receive more detailed information on the Norfolk Talent Pool recruitment phase, which will be a key item on the Autumn Term SIP agenda.
