Safeguarding Checklist

REVISED OFSTED FRAMEWORK SAFEGUARDING: ADDITIONAL POINTERS

Head teachers have requested further information on the sort of questioning they might expect from inspection teams, with regard to safeguarding. The list below is by no means a definitive list, but provides an indication of the enquiries that an inspection team might make:

  • Pre-inspection telephone contact

Head teachers will be asked to prepare the following documentation for examination on the first morning of the inspection:
    - single central record (SCR)
    - name of the designated member of staff
    - child protection policy
    - training record
    - policies on bullying and harassment
    - log of racist incidents
    - accident book
    - procedures to protect vulnerable pupils
    - health and safety policy

  • Questions to headteacher and staff (including MSA/TA etc.)

    - Who maintains the SCR and how often is it reviewed?
    - Does the SCR correlate exactly with the school staff list? (i.e. are all members of staff included)
    - Who is the child protection (CP) named person and is their training current?
    - Does the designated CP staff member get any specific non-contact time to undertake their duties?
    - What is the arrangement if the named CP person is absent?
    - What would a staff member do if an allegation was levelled at the named CP person?
    - How do you ensure that all safeguarding issues raised by staff are appropriately acted upon?
    - If a child made a disclosure to you, what procedure would you follow?
    - What links have you forged with outside agencies in respect of child safety and welfare?
    - Who is the CP governor and what training have they had?
    - Do the staff members know who the CP governor is and do they know how to contact that governor?
    - How often do you review the key safeguarding policies?
    - How do you know that your procedures for safer recruitment are effective?
    - In the light of your arrangements to monitor and evaluate policy, can you give me an example of a change you have implemented in the light of experience?
    - Can you evidence that all safeguarding issues are properly logged? (i.e. bullying, racist incidents, accidents)
    - How do you ensure that all staff members are suitably trained and alert to CP issues?
    - Who conducts the site risk assessments and how often is that done?
    - How do you ensure that the children are aware of safety issues, so that they are able to identify and risk and maintain their own safety?
    - Talk me through the process you adopt when there is a report of concern about a child.

  • Questions to children

    - Do you feel safe when you are at school?
    - Who looks after you if you feel ill in school?
    - What would you do if someone made you unhappy or threatened you?
    - Who looks after your belongings and keeps them safe?
    - Who makes sure you are safe at break- and lunchtimes?
    - Has anyone you know been bullied at school? If so, what happened to the bully and the victim?
    - Are there any places around the school where you need to be extra careful? (i.e. gymnasium, science lessons)
    - If an unknown grown-up approached you on your way to or from school, what would you do?

  • Questions to governors

    - What do you know about your responsibilities regarding policy and procedures, monitoring compliance and reporting on issues to do with child safeguarding?
    - How aware are governors about the safer recruitment procedures?
    - How do governors ensure that appropriate child protection (CP) procedures are in place?
    - How do governors ensure that the training programme is maintained and that new and temporary staff members are properly inducted?
    - Who, on the governing body, is nominated to liaise with the local authority/outside agencies on CP issues and how are they prepared for this role?
    - How do you know that there are appropriate procedures in place for managing safeguarding?
    - How do the headteacher and staff account to you, with regard to safeguarding?
    - How do you ensure that the school and its site are safe?
    - How do you ensure that the ethos of the school promotes positive practice in relation to safeguarding?
