Target Setting 2009 - 2011 for Children in Care

The DCSF guidance on setting education performance targets for 2011 clearly states that schools and local authorities should have the highest possible ambitions for attainment of their children in care. Schools and local authorities should work to secure the progression of all looked after children and the threshold targets for such pupils at Key Stage 3 and 4 form part of the statutory progression targets at school level. It is the local authority's responsibility to ensure that schools are setting targets for children in care and that this will enable them to make the expected progress in their learning. As part of this process the School Improvement Partner (SIP) for the school will need to check that targets for children in care are not being set at a lower level, with slower progression than that expected for other pupils in the school.

SIPs should include in their discussion with schools the targets for children in care, and the DCSF expects the local authority to gather children in care targets for 2011 from schools. Although individual schools do not need to publish their children in care targets, the local authority does need to set an overall target for those children in its care for English, at level 4 +, and maths at level 4 + at the end of Key Stage 2, and for 5+A*-C and 5+A*-C including English and maths at the end of Key Stage 4.

To enable the local authority to meet its requirements in terms of gathering children in care targets for 2011 from schools and to aggregate these targets to produce an overall local authority target, we are using the following system:

Target setting proformas by Key Stage can be accessed by the school as follows:

  • www.schools.norfolk.gov.uk
    - Norfolk Schools
    - My School
    - DCSF last 4 digits and then password of the school
    - At the next screen under commonly used items select 2011 target setting
    - Under the heading "Children in Care (LAC) proforma" are a series of word documents
    - These can then be downloaded onto desktop for completion.

  • To enable the local authority to have a clear picture of performance of looked after children, we are requesting you complete the following:
    - for schools with Key Stage 1 an end of Key Stage 1 good practice target as identified on the form
    - for schools with Key Stage 2 the statutory targets and relevant information regarding the pupil
    - for schools with Key Stage 3 and end of Key Stage 3 good practice target as identified on the form
    - for schools with Key Stage 4 to complete the statutory targets and additional targets as identified on the form
    - There are separate forms for PRUs.

  • The pupil names boxes can be expanded to cater for the number of pupils you have in each Key Stage.

    When these forms have been completed please could you return them to your Area Advisory Learning Support Teacher by December 4th (in line with whole school target setting deadlines).
