MRS - Collective Agreement Reached
Members of UNISON and UNITE have voted overwhelmingly to accept the MRS proposal. As you may recall, members of GMB voted 'yes' and accepted the MRS proposal in December 2008.
We are therefore pleased to announce that we now have a collective agreement with all three trade unions. We have always said that we would much prefer to implement MRS on the basis of a collective agreement so this is good news for us all.
As we now have a collective agreement everyone will have their contracts changed automatically. This means that
We no longer need to write to you in late October/early November to ask you individually whether or not you consent to MRS changes to your contract
We are ending the individual consultation process.
The target date for the implementation of the MRS proposal is April 2010. We can now work towards implementing the MRS changes:
We are preparing for the appeals process which we hope to begin in January - we are in discussion with the trade unions about moving this forward and will give further details in the next newsletter
We are changing business processes and making technical changes to the payroll system
We are rigorously testing the HR and payroll system
We are designing new processes and forms and will share them so that all staff who need to use them are confident to do so.
We know that reaching agreement on MRS has been complicated. Thank you for your patience throughout this complex process and thanks to everyone who has responded for your valuable contribution
If you have questions about the process, have outstanding queries about your job evaluation or questions about any other aspect of the MRS proposal, your first point of contact is headteacher. Headteachers have been briefed to enable them to inform and support their teams. If your headteacher doesn't know the answer they can look into it for you. Alternatively contact your HR department or the MRS team.
Remember, you can also visit www.norfolk.gov.uk/mrs a tailor made MRS website available 24 hours a day 7 days a week. You can access it in a number of ways: from home, work or your local library. Take the time to look, as any questions you have may be answered here.
