World Class ICT for Norfolk Learners
What are we consulting on?
We are consulting about a new ICT and E-Learning Strategy for all learners aged 5 to 19. The strategy will set out our vision and priorities for ICT 2010 - 2014. It will include key decisions on the structure of ICT services and the provision of data services (including Management Information Systems) and Learning Services (including Learning Platforms).
Why are we consulting?
In our current E-Learning Strategy, produced in 2006, we set out to create a common vision for ICT. We now want to agree on the best way forward for the next 5 years of ICT development.
We also need to consult so that we can make the right strategic decisions about important purchases such as the replacement of school management information systems.
Why do we need a new strategy?
Our current E-Learning Strategy covered the period 2006 to 2009 and now needs updating. There are several new projects at both local and national level that also mean we need to update our strategy.
There is considerable variation in the experience of ICT for Norfolk young people. Sometimes, this is caused by differences in ICT service provision.
So, at a local level, we want to establish an ICT entitlement for all learners.
We also need to respond to national programmes, such as:
Capital Building programmes such as BSF and PCP
Harnessing Technology 2008-2014 (An updated government strategy)
Digital Britain, including the home access programme
Norfolk is making good progress with the implementation of 14-19 reforms. These reforms require greater collaboration between different institutions, and this is creating challenges for those institutions in providing a consistent experience of ICT for all learners. There are also greater expectations for the use of ICT, and for the benefits for learners. We want to build on the work of the 14-19 e-strategy group to make the most of the opportunities that ICT offers for learners between now and 2014.
What is the timetable?
We will be holding consultation events between now and the end of the autumn term. Draft consultation documents will be issued to key groups during October, and wider consultation will take place in November. The consultation documents will be finalised in December for presentation at decision making groups during the Spring Term. The Norfolk ICT and e-Learning Strategy 2010 -2014 will be launched at the ICT Conference on March 24 2010.
What are the opportunities to contribute?
As well as participating in the groups outlined below, there are surveys for learners and staff, a mini site on the schools website (which can be found at www.schools.norfolk.gov.uk) and sections within our learning platforms that will provide opportunities for direct comment and contribution.

ICT Partnership Group (which is a sub group of Schools Forum)
14-19 e-strategy group
Learning Platform Board
ICT Network Managers Forum*
Data Managers Forum*
Groups marked with an asterisk (*) are not, strictly speaking, representative groups, but act as a network for those stakeholders.
Draft documentation will also be sent to other representative groups, where appropriate, to promote wider consultation.
