Consultation on Changes to First Admissions from September 2011

i) Changes to First Admissions:

Following Sir Jim Rose's Primary Curriculum Review the DCSF has recently launched a consultation on changes to first admissions from September 2011 (consultation from 19 October to 16 November).

The DCSF requires all admission authorities to consult on their proposed 2011 admission arrangements and include a standard offer of a full time place for all pupils from the September after a child's fourth birthday. Subject to the outcome of the consultation the DCSF propose to amend the statutory School Admissions Code from February 2010 to confirm the changed duty from September 2011.

The DCSF also state that they will be changing funding arrangements to enable parents to access a part time or full time place in the private or voluntary sector for part of the year. Parents will still be able to defer their admission or seek a part time place or continue in a private/voluntary setting until the term after their fifth birthday.

All schools are encouraged to respond to the consultation. Children's Services Overview and Scrutiny Panel will be considering a paper on this at their meeting on 11 November - setting out the issues for the Panel to determine the formal response from the County Council. Ii) Other changes to admission arrangements

The Local Authority raised the issue of a significant change to in-year admissions in our consultation in January 2009.

This advised that the Local Authority will need to administer all in-year admissions and specifically will be required by law to make all offers of school places into any year group (YrR to Yr11) at any time in the school year. We have developed a more comprehensive in-year admissions form for both primary and secondary admissions and are piloting this in several parts of Norfolk. All schools will have access to the forms which they will need to give to parents seeking a school place. The school will be able to annotate the form to advise whether a place can be offered and the Local Authority will then make the offer or advise the parent of their position if a place cannot be offered. This new legal duty comes into force from 1 September 2010.

The detailed proposals are now being finalised for the formal admissions consultation and this will be sent out in December. Any further comments on the proposals would be appreciated before we finalise the arrangements.

The DCSF introduced other changes which will apply to the next admission rounds - starting in Autumn 2010 for September 2011 admissions. Key changes include a nationally set closing date for Secondary admissions of 31 October and of 14 January for all primary applications. We are not proposing to change offer dates.
