How we make Provision for Excluded Children in Norfolk

This communication is to inform schools and others concerned, that a project is underway to develop a comprehensive strategy for:

  • Behaviour
  • Attendance
  • Alternative Education

    There is a need for all provision for children excluded, or at risk of exclusion, to be co-ordinated and commissioned via Behaviour & Attendance Partnerships and overseen by the Learning Difficulties & Disabilities Programme Board. These partnerships must also coordinate improvements in the rate of attendance within Norfolk schools. This project will build on existing approaches, and provide greater consistency.

    It will seek to develop a comprehensive strategy, delivered through a countywide framework for the operation of Behaviour & Attendance Partnerships to:

  • Decrease the rate of fixed term and permanent exclusions
  • Increase the rate of attendance in all Norfolk schools
  • Draw together the 5 area Pupil Referral Units and their management committees within the context of Behaviour & Attendance Partnerships.
  • Ensure that there is a coordinated plan for the commissioning of alternative educational provision for those young people who are either not in school or at risk of being excluded.

    The work of this project will be carried out in 3 phases:

    Phase 1 (June 2009 - September 2009)
    To produce a draft County Framework (see attached 'How we make provision for excluded children in Norfolk' document)

    Phase 2 (September 2009 - July 2010)
    Capture/work through the detailed elements of this project including;
  • Finance/Budget elements
  • Human Resources elements

    Phase 3 (July 2010 - April 2011)
    This Phase will only be relevant if there are budget issues that need to be progressed via the Autumn Fair Funding Consultation process 2010.

    The work of this project will be developed in consultation with key stakeholders.
