Consultation on the Re-Tender of the School Management Information System (MIS)

Further to MI 213/09 published on 31 October we would like to update you as to where we are with the procurement process.

During November and December 2009, the school-based representatives contributed to the Statement of Requirements included with the Invitation to Tender (ITT) documentation.

On 12 and 13 January, 2010, representatives attended a half day Workshop to discuss and agree the initial scoring phase of the evaluation process.

On 22 January, 2010 ESPO, on behalf of Children's Services, issued the ITT to the suppliers who were successful with their Pre-Qualification Questionnaires. The suppliers are as follows:

Bromcom Computers Plc
Capita
Pearson Phoenix
RM Education Plc
Serco Learning
Texuna Technologies Ltd
Tribal Education Ltd

The closing date for the ITT is 5 March, 2010.

The initial evaluation and scoring of potentially seven Tender Returns will, in agreement with the school-based representatives, be carried out by an Evaluation Team from Children's Services. The scoring will be independently quality checked by ESPO who will then recommend the short-listed three or four suppliers to go through to the second phase of the evaluation process being the Supplier presentations, product demonstrations and reference site visits.

The Project Board will be asked to agree the short-listed suppliers at the end of March 2010.

We are currently scheduling the supplier presentation and demonstration days during May and the school-based representatives have been invited to participate. However, there is still an open invitation for volunteers to take part in this phase and the dates are as follows:

Supplier 1 - Demonstration on Wednesday, 5 May and Site Visit on Thursday, 6 May
Supplier 2 - Demonstration on Wednesday, 12 May and Site Visit on Thursday, 13 May
Supplier 3 - Demonstration on Wednesday, 19 May and Site Visit on Thursday, 20 May
Supplier 4 - Demonstration on Wednesday, 26 May and Site Visit on Thursday, 27 May

Volunteers would need to participate on all of the dates for a fair comparison of suppliers and their products. These will be full days. We have assumed a maximum of four suppliers (hence two days each).

Supply cover will be paid for.
