One-to-One Tuition Funding for Norfolk Youngsters

We want to ask for your help to ensure we do not lose any of the funding allocated to Norfolk for our young people. Whilst schools continue to report the positive impact that tuition is having on accelerating pupil progress of individual pupils, and many schools have already submitted data, the DCSF data collection website has only recorded 2715 Norfolk tuition starts as of 29.4.2010. Our allocated number of places is 4754 for 2009/10 (KS2 and KS3) and 203 places for KS4 (National Challenge schools only). This shows that Norfolk has only delivered on just over half of its allocated places.

The DCSF is closely monitoring the uptake of tuition by LA and on a school by school basis. As part of the tracking programme Norfolk will be visited again by representatives from the DCSF on Thursday 6th May and we have been told that we are at risk of losing valuable funding for our schools before the end of the academic year. It is vital, that in order to safeguard our funding for this and subsequent years, we are in a position to (a) reflect an accurate picture of the uptake of one to one tuition within the county and (b) demonstrate that we are in a position to use all of our places.

We would therefore ask all headteachers and tuition leads to check the details of all tuition starts and that planned future places (eg names of selected students yet to receive tuition this academic year) are accurately entered on to the DCSF data collection website. This needs to be completed as soon as possible and by no later than 5th May 2010. Schools are of course able to amend entries linked to specific student names up until a start date has been confirmed. It is the confirmation of the start date that triggers funding and adds to the Norfolk uptake data which is so closely monitored by DCSF.

Proposed New Transition and Summer School Projects to utilise reallocated places - some extra money available

Whilst we do still have a few 'spare' KS2 places that primary schools can request for Years 3, 4 and 5, the majority of spare places are in the secondary sector. As part of our reallocation process, 400 additional KS3 places and 86 KS4 places (for National Challenge schools only) will be made available for schools and clusters to support the delivery of transition projects and summer schools. The two projects will explore the use of one--to-one tuition in the context of

  • supporting transition from Year 6 to Year 7
  • embedding tuition within KS3 and KS4

    Norfolk can use reallocated KS3 places for KS2 Year 6 pupils - as long as the focus is on transition work. The places can be delivered straight after half term and a number of models are available. Either the KS2 or KS3 setting can take the lead in the arranging and delivering of the tuition, although the name of the linked high school needs to be recorded on the request form. Pupils will be entered on the DCSF website as Year 6 pupils but high schools will change the details to reflect use of KS3 places in September. In order to fulfil requirements for a transition project a minimum of 4 sessions of tuition should be delivered before the student attends high school. The same tutor should deliver all tuition sessions. To support the delivery of these new projects and summer schools, the LA will also allocate some of our central funding linked to uptake of these specific places. This will be funded at a rate of £20 per pupil to match the DCSF school participation rate of £20. Application for these particular places will be on a first come, first serve basis and schools will need to complete the transition/ summer school request form on the news page of the Norfolk one to one website. There is an urgency in returning the initial interest forms to Tim Webb by 5th May so that we can demonstrate to DCSF that we can utilise the places.

    Are you able to take advantage of these extra places for your students? If every primary school takes up 1-2 places we will be able to fulfil our allocation.

    National Challenge Schools

    NC schools can take advantage of summer school models to support or kick start delivery of KS4 places to support this year's allocation. As with the above transition projects some of the tuition places can be completed early in the Autumn term.
