Principles for Norfolk Schools for the 21st Century
Norfolk has just entered the Building Schools for the Future programme, and is already benefiting from the Primary Capital Programme. Government strategy for housing growth, initially in the Greater Norwich area means that we need to plan new education provision. The local authority needs to make sure that this capital investment improves and changes, not only our schools, but also all our services for Norfolk's children and young people.
In October and November 2009, the County Council consulted widely on a set of 8 strategic and over-arching principles that provide the context in which any significant development needs to be planned.
A total of 12,764 copies of the consultation leaflet were distributed. During the consultation period which ran from 16th October till 30th November the principles were discussed at Area Working Groups, Area Headteacher meetings, the PCP Stakeholder group, and the Service Improvement Group. A special meeting was held to share the principles with other service providers, and another was arranged with the youth council at Connexions. In addition, a drop-in session was held in each of the 5 Children's Services areas.
We received a total of 70 responses on-line, and 15 letters or emails.
Most people broadly agreed with our ideas, but the final wording of the principles has been adjusted to reflect the views expressed. The amended principles have now been formally approved by the Children and Young People's Trust Board.
They should be viewed alongside our Every Norfolk Child Matters vision.
We believe that all children and young people have the right to be healthy, happy and safe; to be loved, valued and respected; and to have high aspirations for their future.
And our specific vision for the future of schools as articulated in our Strategy for Change.
To deliver, over 10 - 15 years, a coherent pattern of inspiring places so that every young person in Norfolk will want to learn and achieve, develop socially, enjoy community life and take positive decisions for their future; and that communities will access these inspiring places.
