Arrangements for Schools Wishing to Purchase Advice and Support for EAL Learners
Norfolk continues to welcome increased numbers of pupils in our schools whose first language is other than English.
The English Language Support Service (ELSS) is a specialist advice and support service, working within the Norfolk Ethnic Minority and Traveller Achievement Services (NEMTAS), which is part of Norfolk County Council's Children's Services.
What do we do?
We work with schools to raise the achievement of minority ethnic pupils, and advise and support on the particular needs of:
Funding arrangements:
There are two forms of funding available:
1) Personalisation Funding
There is additional funding available to schools to ensure that good provision is made for EAL learners. This is referred to as 'Personalisation Funding' and is delegated to schools. Schools Forum agreed that allocations should be on a per capita basis, based on the Annual School Census.
The actual amount delegated for each EAL learner is now £245. This allocation is made annually, directly into schools' budgets, with no in-year adjustment to allow for pupils arriving during the year.
2) Ethnic Minority Achievement Grant (EMAG)
This funding is allocated to pupils who arrive during the course of the year, following referral to the English Language Support Service. Referrals can be made whenever a new arrival is admitted, and each pupil attracts funding of £300.
Schools can use this funding to purchase New Arrivals Support Packages, comprising of one, two or three hours in length, depending upon pupil numbers.
Schools with very small numbers of EAL learners can choose to purchase an Isolated New Arrivals package.
Buy Back Arrangements
The English Language Support Service has devised a range of advice and support packages which will enable schools to use all or some of their funding allocations to purchase the appropriate level of support.
School clusters are welcome to join together to purchase an advice and support package. Schools with relatively small numbers will be able to access a level of advice and support through the Isolated Learners package (three termly visits). Schools and clusters are also able to purchase training packages.
School/Service Agreement
All members of our team are skilled and experienced in meeting the needs of EAL pupils. We have an up to date knowledge of EAL pedagogy and align our work closely to National Strategies. Schools may choose from a range of time packages and an audit of need will be carried out to enable the development of an appropriate package of advice and support.
