New Schools Management Information System for Norfolk
The following three part document sets out information on the new Management Information System (MIS) for Norfolk schools.

Part 1 - MIS for Norfolk - Delay to Contract Award and Implementation
On 9th July ESPO issued the notification letters to Capita, Bromcom and Pearson advising the latter two that they had been unsuccessful and that Contract Award would be made to Capita on 19th July. The mandatory ten day 'stand-still' period applied allows the unsuccessful suppliers to seek clarification on the Award decision.
One supplier raised a number of challenges about the Award decision and the stand-still period had to be extended in three day increments every time a challenge was received. The last challenge from the supplier was received on 30th July 2010.
NCC and ESPO both agreed that the areas for challenge from the supplier had been addressed in previous correspondence. To that end, NCC Legal Services issued a final letter on 18th August advising the supplier that we intended to proceed to Contract Award to Capita on 24th August.
Contract Award has been made to Capita and we are now in a position to commence the detailed planning and implementation.
Part 2 - Implications for e1.
All Autumn workshops planned between 4th October and 24th November have been cancelled. The dates are below:

Support Workshop Schedule
New Secretary Training will continue as advertised. However, schools may wish to transfer to SIMS early rather than train a new secretary on e1. Please contact Carole Barwell or Jo North if you school wishes to be included in the early adopter phase.
Part 3 - MIS for Norfolk - Pricing
As now, schools will be required to pay for this service.
The school based charge will be higher than the current charge - all three suppliers quoted a higher level of cost than the current charge.
Capita prices are fixed over the five year period of the contract.
It will therefore be possible to offer schools five year fixed priced contracts based on the following prices. Annual contracts will still be available but without any guarantee on future year price levels.
We are basing the pricing on the same model used for e1 which is structured as follows:
The annual charge for secondary schools will be £10,503.
If you choose the same level of support contract with ICT Solutions for 2011/12 the same discount will still apply.
