Local Leadersof Education Programme

Background information
The idea of 'school to school' support is a developing theme in government thinking and likely to feature strongly in the forthcoming 'white paper'. Norfolk has always been supportive of collaborative models of school leadership and improvement. Some of you will recall the Primary Leadership Programme for example, while others will have worked together across schools in networks, clusters and hubs for a compelling purpose.

Most recently, the Local Authority has expanded opportunities for school to school support by working in partnership with the National College for School Leadership in the development of Local Leaders of Education (LLEs).

There are currently eighteen accredited LLEs in Norfolk primary and special schools who have worked with the LA to adapt the national programme to meet the local context.

What is the role?

The LLE role is distinctive because it is characterised by working alongside others in a coaching approach to build leadership capacity and raise attainment. Through this work, both the LLEs and supported schools benefit from the sharing of good practice and time to focus on strategic issues. In addition, the LLE may offer support to the partner school through other members of their staff, who are able to "buddy up" with their equivalent in the other school, hence supporting learning and development throughout both schools.

What is the offer?

We are looking to identify, recruit and train a number of LLEs (including from special schools) and pair them up with schools requesting or identified as benefiting from this type of support. To become an LLE, headteachers must meet national criteria which include a minimum of 3 years as a serving headteacher and a good rating overall in leadership and management at the most recent Ofsted. An application is then made to the National College who provide accredited training for successful candidates before the LA is able to deploy them in schools.

What is the timescale?
The closing date for applications will be early in January with training taking place during the spring term 2011. LLEs are likely to be deployed during the summer term.
