Finance Grants Allocation Process 2011-12

Spending Review 2010 and the School Funding in 2010/11

This note is to inform schools of the process that has been agreed for determining the methodology for distributing grants which this year were allocated to schools in accordance with national formula but next year will be distributed as part of the normal Budget Share.

Spending Review 2010

Brief details announced about the funding of schools during the spending review period of 2011/15 are:

  • School funding will be "cash flat" per pupil during the period;
  • A Pupil Premium will be introduced from April 2011 and will be funded by an increase on funding of £2.5 billion by 2014/15;
  • Separate grants will be consolidated in the main grant stream, ie Dedicated Schools Grant in April 2011;
  • Procurement and back office savings in schools will release £1 billion;
  • Funding allocations to local authorities will in December only be announced for one year, ie 2011/12, and
  • A new funding allocation formula will be introduced beyond 2012/13.

    Grant Consolidation

    The Government has announced that the following grants will be amalgamated into the Dedicated Schools Grant from April 2011:

    One to One
    Every child programmes
    Extended Schools
    School Lunch Grant
    School Standards Grant
    School Development grant which includes excellence in cities
    Specialist Schools Grant
    Ethnic Minority Achievement Grant
    National Strategies budgets that were allocated to schools

    It has also been indicated that this list will be increased when the school funding settlement is announced in early December.

    The Government has indicated that the local authority should consult with the Schools Forum on the methodology for the distribution of this funding.

    Schools Forum

    At the meeting of the Schools Forum on 12 November a process for considering how the previous grant streams should be allocated was agreed.

    The process will involve -

  • A meeting of the Formula Review Project Board on the 3 December 2010;
  • The meeting of the Schools Forum on 10 December 2010, and
  • A meeting of the Schools Forum on 6 January 2011.

    If you have a view on how these grant streams should be distributed in future please express your thoughts and views to members of the Formula Review Project Board as soon as possible.
