Special Educational Needs & Early Years Panels

Following the Children's Services restructuring under the County Council's organisational review, Children's Services Leadership Team have made the decision to cease the five Single Area Panels (SAPs) and to replace them with "local decision-making"; and to cease the "interim" county moderation panel and replace it with a new County Panel, with a focus on long-term placement decisions/reviews/commissioning trends and priorities.

There will be three Early Years & SEN Panels for the operational divisions:

  • City & South (The Oaks)
  • West and Breckland (Priory House)
  • North Norfolk, Broadland & Great Yarmouth (Edison Way / North Walsham on rota)

    The new panels came into operation on Thursday 11 November and will take place every Thursday.

    Referrals should continue to be sent to the email addresses previously used.

    Scope

    The SEN & Early Years Panels will deal with:

  • Early Years settings funding
  • SEN Statutory Assessment (AS1 and AS2)
  • Pupil Specific Funding (PSF) for Statements
  • PSF for Medical and First Year of Schooling
  • Annual Review re-quantifications
  • Specialist Resource Base (SRB) admissions
  • SENDIST tribunal resource issues
  • PRU / Behaviour Support

    Membership

    Membership will ultimately consist of:

  • Senior SEN Caseworkers
  • Early Years Practitioners
  • Educational Psychology & Specialist Support
  • Locality Co-ordinator
  • Area Behaviour Officer / Head of PRU
  • School representative(s)
  • Business Support

    We would like to invite Headteachers to be part of the new Panels. Contribution from Headteachers is most beneficial when attendance is regular, ie for a term at a time. We would particularly welcome Headteachers of schools hosting Specialist Resource Bases, as admissions to SRBs will be done through this Panel.

    If you are interested in joining the Panel please contact Gill Hiles advising which of the three Panels you'd like to attend.

    Specialist Resource Bases

    A revised SRB Request for Support Process Map is attached.

    Please note that in future requests for admission to SRBs should be made to the SEN & EY Panel relating to the SRB, rather than the young person's home address. This alteration will be reflected in the revised Service Level Agreements to be issued to schools soon.
