Management Information Sheet
Extended Services Disadvantage Subsidy funding
This advice sheet is sent further to MI 11/11 which featured in the e-courier in January.
2010/11
Schools will be aware that the Extended Services Disadvantage Subsidy funding for 2010/11 formed part of Standards Fund (1.6a) allocations. This funding was distributed to clusters in termly instalments and the final instalment, together with a proportion of the centrally retained contingency amount, was transferred to the fund holding schools in the period 10 download.
As there have been a number of queries about when this funding needs to be spent by, schools are reminded that the 2010/11 grant runs through to the end of August 2011, to take account of summer holiday activities. It is advisable, therefore, for schools to be planning and making arrangements for the use and spend of this funding and for those children and young people in each cluster's identified economically disadvantaged 'target group' to benefit from these arrangements in accordance with the Subsidy's guiding principles.
The tracking and monitoring exercise carried out by the LA, in liaison with schools and cluster based Extended Schools co-ordinators, on the spend of the first termly instalment of the 2010/11 funding, quite clearly demonstrated that a large number of economically disadvantaged children and their families were benefiting from accessing the Subsidy grant, with over 100 impact case studies produced.
Whilst there will be no further monitoring undertaken by the LA of the final spend of the Subsidy funding for 2010/11, schools are encouraged to ensure that the funding is spent or earmarked for spending, by the end of August.
2011/12
From MI 11/11, schools will be aware that the Extended Services Disadvantage Subsidy funding for 2011/12 forms part of the mainstreamed grants to schools and is not ring fenced and thereby schools have the freedom to choose how to use this funding. This funding has been distributed to cluster chairs based on Education Acorn Groups A - D by cluster, plus an additional amount to help with administration of the Subsidy grant (based on the 2010/11 admin allocation).
The latest evaluation reports published in March 2011: Extended services evaluation: The role of local authorities and The impact of parenting and family support strategies on children and young people's outcomes are available here.
