Norfolk Scheme for Financing Schools
The Secretary of State for Education has issued updated statutory guidance to Local Authorities (LA's) which takes the form of a listing of provisions which a Local Authority scheme must, should or may include. LA's are required to take this guidance into account when they revise their scheme in consultation with their School Forums. Any proposed revision to the scheme will be the subject of consultation with the Governing Body and Headteacher of every school maintained by the Authority before they are submitted to the Schools Forum for their approval. A draft revised scheme will be available on the Norfolk Schools Forum website from Monday 9 May 2011.
However Section 2.10 Purchasing, Tendering and Contracting requirements and Annex D of the Standing Orders relating to contracts is still under review and subject to change. Norfolk County Council Contract Standing Orders have recently been extensively revised and the new document is quite complex to interpret. Discussions are taking place to consider producing a school friendly version for incorporation into the Scheme.
Schools wishing to provide any feedback should do so by 31 May 2011 either by email to marilyn.attwood@norfolk.gov.uk or by fax to 01603 222505 or by post to Room 047, County Hall, Martineau Lane, Norwich, NR1 2DL for the attention of Marilyn Attwood. The updated scheme will be submitted for consultation to the Schools Forum at the meeting on 1 July 2011 prior to submission to Cabinet for approval on 8 August 2011. The Revised Scheme will be submitted to Schools Forum for approval on 9 September 2011 and published on the Schools website on 16 September 2011
