HR Shared Service - Review of Service

If you are a user of Human Resources (HR) services from Norfolk County Council, your feedback on the service provided to your school over the past nine months is needed.

In November 2010, we reorganised our HR staffing into a single HR Shared Service function. This introduced a number of improvements to the way the service is delivered to school customers. In outline, the new structure provides:-

  • An HR Business Partner for schools. This role sits in the Children's Services department and exists to ensure HR is providing services that meet the needs of school customers, services that are joined up with other LA services and that identify significant challenges for schools (County wide) as early as possible. This post is occupied by Bob Hedley.


  • On-line support, through Schools PeopleNet, providing initial advice through FAQs, model policies, procedures and guidance, forms and relevant links.


  • An HR-specific helpline and e-mail service, HR Direct, designed to ensure fast response times on day-to-day enquiries and quick referral to other parts of the HR function for more complex issues.


  • A Shared Service Centre dealing with HR and Payroll administration and related procedural work.


  • Centres of Expertise providing specialist support for Employee Relations (HR Consultancy), Health and Safety and Reward.


  • We have worked closely with a Schools' Steering Group, with headteacher and governor representatives drawn from the Schools Forum, but it is important for us to know how the improvements have been received by our wider customer base.
