Fronter Learning Platform Contract Renewal for Secondary Schools

Background
In May 2011 ICT Shared Services advised schools we would offer Fronter as a VLE for secondary schools and seek to negotiate a two year contract extension during 2011 for those schools that use the system. This was as a result of the consultation feedback for the ICT Shared Services.

The feedback from schools also included comments about Fronter functionality and the overall look and feel of the product which had become outdated.

Together with Advisory colleagues we held meetings with Pearson Fronter to discuss this feedback and seek assurances about the future development of Fronter.

The existing contract with Fronter expires on 29th March 2012 and has been funded by Children's Services for the same period. From 30th March 2012 schools will have to pay for access to Fronter and agree to be included in the contract for a 2 period.


Fronter Product Development
Fronter Pearson demonstrated to the Head of ICT Shared Services and Advisory that they have the resources and planning in place to continue to develop their product for the future.

The new release for Fronter Y11 is in the final stages of checking to be released to Norfolk Schools very soon.


Fronter Contract Renewal
Pearson Fronter have now provided pricing for the 2 year contract extension based on the number of schools that sign up to the contract. The percentage relates to 50% of the 39 schools currently using Fronter .

Pricing per annum:

If 50% of schools (based as of 1/4/12) take up Fronter = £2.80 per pupil ex vat
40% = £2.90 per pupil ex vat
30% = £3.00 per pupil ex vat
20% = £3.10 per pupil ex vat
10% and below = £3.20 per pupil ex vat

This means that if 20 schools sign up to the contract then the price will be £2.80 per pupil per annum excluding VAT.
For a 1200 pupil school this would mean £3360 per annum with a total cost of £6720 for the 2 year period.
A 650 pupil schools would cost £1820 per annum, total cost £3640.

The contract will be based on the current terms and conditions and includes:

  • fully hosted, backed up, supported licence for each pupil user

  • Teacher licences

  • Parent licences for each parent to have access to the Fronter school building accessing for example a parents room created by the school.

  • School learning platform review - on line strategic consultancy session to help forward planning in the use of the learning platform

  • Twilight training session based around the outcomes of the learning platform review

  • 2GB storage for each school and 100GB 'shared' storage across the LA

  • Nodes for created schools (but schools that do not want to continue with Fronter for the time being) will be stored within the installation


  • Schools who wish to be included within the agreement will be required to sign the attached Service User Agreement.

    Online Reporting is excluded from the contract. If schools are interested in purchasing module then this could be covered as a change request during the contract renewal process.
