Key Stage 3 Teacher Assessments - Statutory Submission 2012
Submission of KS3 Teacher Assessments 2012 (including P Scales)
Core subjects
Schools and academies will be aware of the statutory requirement to submit Teacher Assessments in the core subjects, including P-Scales where appropriate, electronically, on the STA's (formerly QCDA's) NCA Tools website at https://ncatools.education.gov.uk/Home.aspx, in the Summer Term.
P Scales (for children on the SEN register)
P Scales should be recorded for children who are on the SEN register and are assessed at Level W. This is a statutory requirement. The Level W must still be recorded for the pupil, in addition to the P Scale. For further information on P Scales please refer to the KS3 Teacher Assessment and Reporting Arrangements (TARA) for 2012 (see below). Your Management Information System (MIS) will facilitate the recording of this P Scale data and your exported file will automatically include any P Scales.

Early Deadline - Friday 29th June
The deadline for STA to receive your teacher Assessments is 11th July, but they will accept data submissions until 13th July. As "Local authorities have a duty to ensure maintained schools and Academies under their responsibility carry out teacher assessment and reporting arrangements appropriately", we are asking schools to submit their data by Friday 29th June. This is seven working days before STA's deadline, which we hope will allow us time to resolve any errors and omissions in time for the final deadline. Your assistance in meeting this early deadline would be much appreciated.
FURTHER INFORMATION AND GUIDANCE
End of Key Stage 3 - Year 8 or Year 9?
Several schools and Academies now begin their Key Stage 4 curriculum in Year 9. Where this is the case, they will be submitting end of Key Stage 3 Teacher Assessments for their Year 8 pupils.
Pupils who change schools during the summer term
In the absence of any information on this subject in the TARA, we recommend you follow guidelines from past years where the reporting date was the first day schools were able to submit their data. This year the first day for data submission is Friday 4th May 2012, therefore we recommend the following:
For a pupil who transfers from one school to another in the summer term, it is the responsibility of the school at which the pupil is on the roll on Friday 4th May 2012 to submit the teacher assessments. This may require the school to obtain teacher assessments from the pupil's previous school.
Non-core subjects not required
In response to a brief consultation with schools and academies last summer about collecting and reporting Key Stage 3 Teacher Assessments in non-core subjects in future years, it was evident that the LA benchmarking dataset is of little use, especially given the move to teach Key Stage 4 in Year 9 in some schools. It was therefore decided that these would no longer be collected.
While there is no statutory requirement to submit these Teacher Assessments to the STA/DfE/LA, schools are still required to report Teacher Assessments in non-core subjects to parents.
Religious Education Levels not required
As Teacher Assessments in non-core subjects are not being collected by the LA from 2012, we are no longer asking schools to submit Key Stage 3 Religious Education Teacher Assessment Levels to the LA.
THE PROCESS
1. Enter or transfer KS3 Teacher Assessments (including P Scales) into your MIS. Separate Attainment Targets can be recorded in your MIS, allowing the system to calculate the overall subject levels using the required weighting, but Attainment Targets are not specifically required in your data submission file. Alternatively, overall subject levels can be calculated using DfE weightings before entering or transferring overall levels into your MIS. The weightings will be provided at the beginning of the Summer Term at www.education.gov.uk/assessment.
2. Follow your MIS guidance to create the required export file in CTF format.
3. Upload the CTF file onto STA's NCA Tools website https://ncatools.qcda.gov.uk/Home.aspx by Friday 29th June. We recommend you test your user-account for this website in advance, as it seems 2011 passwords have been "cancelled".
The LA Information Team will have access to the uploaded files in order to monitor and check submissions.
Note: If you are unable to create a CTF file, you have the option to download a template from NCA Tools website, populate the template, and upload it again.
