Reshaping Norfolk's SEND Services - Update

As you know, the Additional Needs Project has been looking at how to redesign Special Educational Needs & Disabilities (SEND) Services in Norfolk, both the structure and functions within Children’s Services and the method for delegating to schools the approximate £30 million for pupils with special educational needs and disabilities (SEND).

In January 2012, Cabinet approved the school cluster model for the full delegation of SEND funding. The Additional Needs Project, in conjunction with the Cluster Governance Project, has been working on the detail of this and this MI sheet is to provide you with an update on progress and timescales.

Devolved SEND Funding / Cluster Model Development
The guidance document for the new funding scheme will be published after half-term. Many queries are answered in MI Sheet 68/12 Cluster SEN Frequently Asked Questions.

The SEND Cluster Toolkit is currently being piloted by a number of clusters and will be provided to all schools after the summer half-term break.

Clusters have been asked to identify an SEND “host” by the end of June 2012 to help facilitate the new process. If your cluster hasn’t nominated a host yet or if you need more information on this please discuss this with the Cluster Chair and/or Judith Carter, Senior Adviser Complex Needs/Vulnerable Children. Headteachers will be asked to agree their nomination, and are encouraged to identify a colleague with effective leadership and communication skills, time management, resilience, optimism and knowledge of SEND. Cluster Host training has been organised for the afternoons of Wednesday 11th July (King’s Lynn) and Monday 16th July 2012 (Norwich). An overview of the finalised tool kit will also be provided at the Essential SENCo Network Conference on 5th July.

A revised Criteria for Statutory Assessment is being developed and will be published during the summer term to take effect from 1st September 2012. However, it is worth noting that any current statutory assessments that are not scheduled to be finalised before the end of the current academic year will not attract Pupil Specific Funding. Operations & Integrated Services – Additional Needs Support
An update will be provided to schools via MI Sheet during May on these changes.

Educational Psychology and the Learning Support Service
A group has been set up, led by Dave Winteringham – Principal Educational Psychologist, to consider the delegation of the Learning Support Service and the trading of the Educational Psychology Service. The group includes schools, governors, educational psychologists and specialist teachers. They will be surveying schools in the coming weeks to find out what schools would like these services to offer to them. Options for the delegation of the Learning Support Service funding will form part of the Fair Funding consultation with schools in autumn 2012. A staff consultation will also be carried out with staff affected by the changes.

The group will report back to the Learning Difficulties & Disabilities Funding Sub-Group (of Schools Forum) for advice and guidance as the work unfolds during the summer term. This will, in part, inform Children’s Services of the likely uptake of a new Learning Support Service via “buy back” as part of Services to Schools. It is anticipated that a phased implementation of a traded Educational Psychology Service could begin in September 2012 through to Easter 2013, prior to a full traded model ready for launch in September 2013, in line with the full delegation of SEND funding to clusters.
