Reporting to parents and carers: summary of legal minimum requirements

Key Stage 1

Y1 Phonic screening check

As a minimum requirement, schools must report whether or not a child has met the required standard. This can be done by making a clear summative statement (eg 'john has met the expected standard…') OR by stating the score achieved (eg '35 out of 40…'). In this latter case the threshold number for expected performance MUST also be stated.

Norfolk LA supports the advice given by The Standards and Testing Agency (STA) that, where it is possible, it is helpful to families to give a supportive context for this information, referring possibly to the strengths the child demonstrated as well as their areas for development and an indication that the school is aware of their future needs.

The reporting template made available through SIMS last week does meet the absolute minimum requirements for reporting. It does not however promote broader understanding of the context of the child's achievement.

Y2 End of Key Stage Teacher Assessment

Schools must report to parents a teacher assessment level for each of reading, writing, speaking and listening, mathematics and science. For pupils with SEN who are working towards L1, a P level 1 - 8 is reported alongside "W".

Key Stage 2

Year 6 Teacher Assessment

Schools must report a teacher assessment level (W - Level 6) in mathematics, science, reading, writing, speaking and listening and overall English.

Year 6 Test Results

Schools must also report the test results for reading, mathematics and writing (whether the writing test was internally or externally marked). While it is expected that schools will report the writing test level to parents, you may wish to make it clear in the context of the report that the writing test level is to inform the much broader teacher assessment of writing.

Schools will not receive an overall English level from DfE this term, and there is no requirement to calculate or report one. See DfE KS2 Assessment Update 16, for more details: www.tiny.cc/ks2

DfE do intend to calculate overall English levels, to provide a baseline for secondary schools, and for publication in DfE performance tables.

If you do wish to calculate and report English levels, then follow this methodology.
1. Children working below level 3 in either subject are below the level of the test (B)
2. To attain level 6, children need to attain level 6 in both the reading test and writing teacher assessment
3. For level 3 - 5, allocate writing marks:
  • Level 3 = 30 marks
  • Level 4 = 40 marks
  • Level 5 = 50 marks
    4. Add the writing marks to the reading marks
    5. Look up the level on the 2012 English threshold table (published 10th July)


    Return of test papers

    This has now begun and schools may receive papers at any time up to 10th July. As in previous years, there is no marksheet included with them and level thresholds for 2012 will be published, along with school results, on 10th July.

    Reviews

    Reviews will be available for reading and mathematics at L3-5 and L6, but not for any writing assessment. There are some changes to the procedures this year and full details are available on the DfE website: http://tiny.cc/markrev In particular note that scripts for L6 reading tests will be returned to you in electronic form.

    2012 End of Key Stage pupil, school and national results templates

    There is no requirement to use these templates, available on the DfE website but they do include every required aspect: http://tiny.cc/reptemp. Templates are also available in Capita SIMS, these can be found within the Key Stage Wizards, except the Phonics pupil report which is accessed via > Focus > Assessment > Individual Report. ICT Shared Services have provided the following guide.

    In light of the changes this year, schools may well wish to include the information from pupil templates report into the broader report to parents, which gives more information about the result of the phonics screening checks and key stage 2 writing levels.
