Revised Contract Intentions for Norfolk Children's Centres
Since we announced contract awards for re-commissioned Children's Centres in March 2012, we have been working closely with providers to prepare them to deliver Children's Centre services.
The re-commissioning process originally involved the grouping of Children's Centres into 36 separate Lots. Ten school based Centres were commissioned through a robust application process while the remaining 26 Lots were commissioned through a competitive tendering process. 34 of these 36 Lots were due to launch under their new providers on 1st July 2012.
However on 18th June 2012 one provider, Norfolk Community Health and Care, withdrew from 15 of the Lots because it found that it was unable to meet legal pension scheme requirements during preparations to transfer staff.
Between 18th June and 1st July we put alternative arrangements into operation to ensure that services provided by Children's Centres across Norfolk continued as normal until new providers were in place.
The County Council identified new first-placed bidders for each Lot. Each of these was given the opportunity to provide services as set out in their original offer, on the same terms and conditions set out in the original Invitation to Tender.
We have now awarded contracts to those bidders. All contracts will begin on 1st October 2012, apart from one which began on 1st September 2012.

The situation can be summarised as:
2 Lots to continue under NCC - no new contract issued
10 Lots to schools
5 Lots to Norfolk Community Health and Care
2 Lots to Great Yarmouth Community Trust
15 Lots to Action for Children
2 Lots to 4 Children
