Changes in School Teachers Pay and Conditions 2012

The outcome of consultations on changes to teachers' pay and conditions have been concluded and the School Teachers Pay and Conditions Document 2012 was laid before Parliament on 10th August, and came into force on 1st September 2012 subject to the normal parliamentary process.

Summary of changes in Pay and Conditions from September 2012

  • The £250 non consolidated payment to those unqualified teachers who earn a full time equivalent salary of £21,000 a year, or less will be paid again this year.
  • The changes that were made in the 2011 document relating to the number of days worked due to the additional public holiday to celebrate the Queen's Diamond Jubilee will no longer apply.
  • There are no other changes to pay scales from September 2012.

    Unqualified Teachers Pay

    Provisions contained in Paragraph 35 relate to the pay of unqualified teachers earning less than £21,000 a year.

    In the case of a teacher who is on Point 1, 2 or 3 of the unqualified teachers' pay scale, they will receive an additional £250 for 2012/13. This is in line with the exception to the Government's public sector pay freeze, giving some protection for the lower paid.

    Section 3 of the document specifies that the £250 should be paid on a monthly basis, pro rata for part time teachers. Any written statement detailing the teacher's pay should show the £250 as a separate payment as the value has not been consolidated into the pay scale.

    Working Days and Hours

    Paragraph 62 of the STPCD 2012 has been amended so that the number of days on which a full time teacher must be required to work reverts to 195 days, and the number of days they may be required to teach and perform other duties reverts to 190 days. This reverses the arrangements for 2011/12 resulting from the additional bank holiday in 2012 to mark the Queen's Diamond Jubilee.

    There is a corresponding change in the number of hours during which a teacher employed full time is required to perform their duties which reverts to 1265 hours.

    For supply teachers, the daily and hourly rates have been calculated on the basis of a school year of 195 days and 1265 hours.

    Other changes

  • References are made in the document to Teachers Standards rather than Core Standards

  • References reflect the new arrangements for teacher appraisal

  • References to the General Teaching Council for England have been removed due to its abolition

    Model Pay and Performance Management Policy

    From 2012, the above policy will be replaced by two separate policy documents, a Model Pay Policy and a Model Pay and Performance Policy.
